Health, Safety, and Environment; HSE Lead
Overview
To plan, coordinate, and implement the Health and Safety activities for the Annacis Island HTL Demonstration Facility. This position is critical because the HTL process operates under extreme high-temperature (up to 350°C) and high-pressure (200 bar-g) conditions. The HSE Lead mitigates risks associated with Safe Operating Limits (SOL), handling of Biocrude Oil (a Class IIIA combustible liquid), hazardous waste byproducts, and exposure to hydrogen sulfide (H2S).
Responsibilities- Phase 1:
Pre-Operational Procedure & Manual Development :
Draft and finalize foundational documents required to safely maintain the facility, including site-specific Lock-Out/Tag-Out/Try-Out procedures, EHS policy, and Emergency Response Plan. - Maintain Maintenance Checklists (per-shift and weekly safety checklists).
- Participate in Safety & Regulatory Audits with engineering teams to review process control narratives and identify hazards and solutions.
- Lead TSBC Coordination discussions to establish protocols for maintaining and servicing regulated high-pressure equipment and piping.
- Phase 2:
Start-Up & Commissioning :
Observe during the 6-week Start-up and Testing phase to learn equipment details and identify any deficiencies prior to turnover; ensure Commissioning Execution with quality and EHS controls during the 4-week sludge commissioning phase; oversee Turnover Readiness for Acceptance for Commissioning with organized safety folders and warranty materials.
- Phase 3:
Ongoing Operations & Maintenance :
Plan, coordinate, and implement all activities of the Occupational Health and Safety Program for the site, focusing on risks of high-temperature and high-pressure industrial processes. - Prepare, maintain, and train staff on a comprehensive safety manual covering procedures for public and worker safety, fire protection, spill cleanup, and complex emergency shutdowns.
- Conduct Safety Audits, Hazard and Operability Analyses (HAZOP), and risk identification/mitigation with engineering teams and contractors.
- Develop and finalize site-specific Emergency Response Plans (ERPs) and Spill Response Plans.
- Ensure staff and visitors are equipped with and trained to use hydrogen sulfide (H2S) monitors and related PPE.
- Respond promptly to unsafe conditions and ensure compliance with the Workers Compensation Act and Occupational Health and Safety Regulation.
- Minimum of 10 years of health, safety, and environment (HSE) experience in high-temperature, high-pressure industrial process applications (ideally Oil & Gas).
- Post-secondary education in Occupational Health & Safety or Industrial Hygiene.
- Current Health and Safety Designation from an accredited organization within Canada (e.g., CRSP or equivalent).
- First Aid, CPR, WHMIS, Respiratory Protective Equipment, PPE, and Emergency Response certifications.
- Strong knowledge of environmental regulations, the British Columbia Workers Compensation Act, and applicable safety codes.
- Strong leadership, communication, and problem-solving skills to enable proactive safety management.
Facility operates on a 24/7 basis with rotating shifts (including nights, weekends, and holidays).
This is a short-term, 24-month assignment supporting a demonstration facility; opportunities for ongoing employment with the client may arise upon contract completion.
Working conditions involve exposure to high-temperature (up to 425°C) and high-pressure (up to 263 bar-g) equipment, hazardous waste, biocrude, and chemicals. Comprehensive PPE, including H2S monitors, is required.
Compensation- Base Salary: $110,000 - $140,000 (commensurate with experience)
