SUMMARYUnder the administrative direction of the City Manager, performs professional administrative, accounting, and financial reporting duties; plans, organizes, and supervises the operations and activities of the Finance Department, including business licensing, billing, collection of revenues, and related customer service functions; manages the investment of City funds.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Compiles current expense estimates for the annual budget for the City Manager.
- Compiles capital expenditure estimates for the annual budget for the City Manager.
- Supervises and is responsible for the disbursement of all City funds and ensures that budget appropriations are not exceeded.
- Maintains a general accounting system for the City in accordance with principles and standards generally accepted in the United States for local governments.
- Prepares and submits to the City Council, through the City Manager, a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City.
- Prepares, as of the end of each fiscal year, a complete annual financial statement and report for the City Manager and City Council.
- Collects or receives all money due to the City and issues receipts for the same.
- Has custody of all public funds belonging to or under the control of the City, or any department, agency, or utility owned or operated by the City, and deposits all funds in authorized depositories as approved by City Council resolution.
- Has custody of all City investments and invested funds, including fiduciary holdings, and maintains safekeeping of all City bonds and notes, ensuring proper receipt, delivery, transfer, registration, or exchange in accordance with Section 11 of the City Charter.
- Consults with the City Manager regarding financial policies.
- Reviews the work of employees.
- Performs the duties of City Treasurer and invests municipal funds.
- Establishes and carries out desired goals and objectives.
- Develops procedures and proposes changes in existing methods.
- Supervise the planning, organizing and maintenance of the central accounting systems including the pre-audit, posting of expenditures, accounting controls, annual and capital budget, investment program, bond program, and other related activities; supervises information services.
- Supervises the preparation of statements and reports on financial affairs to administrative and elected officials.
- Maintains the capital asset inventory and depreciation schedules for enterprise funds. Assists the City Manager and all department heads in the preparation of the annual operating and long-range capital budgets.
- Administers the local sales tax collection including the sale tax audit; directs the preparation of revenue, expenditure, debt, cost and other statements and monitors expenditures and budget condition; administers accounts payable, utility billing, accounts Receivable, and the issuance of sales tax licenses.
- Advises and consults with advisory boards, department heads, and the City Manager on fiscal problems.
- Consults with and advises legislative and administrative officials on the financial conditions of the city, and makes recommendations for specific courses of action;
- Makes necessary recommendations to the Human Resource Manager or City Manager or designee as to personnel actions, including hiring, termination, and disciplinary actions in the department; monitors cash flow and directs receipt, deposit, and investment of all city monies together with records thereof; coordinates management and accounting information needs and helps establish computer programing priorities and follow up.
