Summary

Under the direction of the Code Compliance Supervisor, Planning Supervisor, or designee, this position performs a variety of tasks related to code compliance, including the investigation and abatement of public nuisances. The employee supports the enforcement of applicable Luna County ordinances and assists in ensuring adherence to local codes and regulations.

Essential Duties & Responsibilities
  • Investigate both complaint-based and proactively discovered code violations.
  • Conduct field inspections and gather evidence to determine the extent of ordinance violations.
  • Establish and maintain an automated tracking system for managing code violations and streamlining case processing.
  • Determine appropriate enforcement actions and conduct follow-ups to ensure compliance is achieved.
  • Respond to inquiries and complaints from citizens, property owners, and other sources with professionalism and courtesy.
  • Provide customer service and support to walk-in clients and telephone callers in the office, demonstrating effective interpersonal and communication skills.
  • Prepare reports, correspondence, and case documentation, including photographic evidence.
  • Issue criminal complaints and assist in court proceedings, including preparation and testimony.
  • Monitor case timelines and prioritize tasks to ensure balanced workload and timely resolution.
  • Compile and analyze annual code compliance data and present findings to the Board of County Commissioners.
  • Assist with drafting, proofreading, filing, editing, and preparing documentation and compliance materials.
  • Contribute to the development and review of new and existing regulations and enforcement procedures.
  • Maintain a general knowledge of County roads and highways to support field activities.
  • Stay current on Federal, State, and local regulations by attending relevant training, reading publications, and participating in professional development.
  • Continuously seek ways to improve department operations, reduce turnaround times, streamline processes, and enhance customer service delivery.
Supervision

Works under the direction of the Code Compliance Supervisor, Planning Supervisor.

Supervisory Responsibilities

Minimum Qualification Standards Education, Certification and Experience

Must have a high school diploma or GED certificate; a valid Driver’s License. Must have at least one (1) year to three (3) years of office or related experience with a strong emphasis on performing work correctly and meeting deadlines. Must be able to pass a pre-employment drug screen.

Language Skills

Ability to communicate clearly and effectively in English, both verbally and in writing.

Ability to write clear, concise reports, correspondence, citations, and legal documents.

Able to speak effectively before individuals, groups, and public bodies, including the Board of County Commissioners.

Strong interpersonal communication skills to interact with the public, property owners, and colleagues in both field and office settings.

Ability to explain laws, regulations, and compliance procedures to diverse audiences in a professional and courteous manner. Bilingual preferred.

Knowledge

Local, State, and Federal laws, codes, and ordinances related to code enforcement, zoning, and public nuisance abatement. Investigative techniques, evidence collection, and documentation for code violation cases. County geography, including general knowledge of roads, highways, and boundaries in Luna County. Proper procedures for issuing citations and preparing cases for court.

Office practices, procedures, and standard software programs (e.g., Microsoft Office Suite, case management systems). Principles of customer service and public relations.

Ability

Conduct field investigations and inspections independently and with sound judgment.

Interpret and apply laws, regulations, and policies consistently and fairly.

Maintain detailed, organized records and manage multiple cases simultaneously.

Establish and maintain effective working relationships with citizens, coworkers, and other government agencies.

Handle confrontational or stressful situations calmly and professionally.

Operate standard office equipment and computer systems efficiently.

Prioritize and manage workload to meet compliance deadlines and department goals.

Present information clearly to both technical and non-technical audiences.

Adapt to changing priorities and regulations.

Physical Demands

Regularly required to walk, stand, sit, bend, stoop, and drive for extended periods while conducting inspections or investigations. Must be able to navigate uneven terrain, construction sites, and outdoor environments in various weather conditions. Occasionally lift or move objects up to 25 pounds, such as files, boxes, or inspection equipment. Visual and auditory ability sufficient to read documents, inspect properties, and communicate effectively in person and by phone.

Use of hands and fingers to operate computer, camera, and inspection tools.
