Location: The Hague

The Project Controls Manager oversees the planning, scheduling, cost control, and reporting processes on pharmaceutical capital projects, ensuring the delivery of projects on time and within budget in a highly regulated environment. The role is pivotal in supporting large-scale capital investments, new drug facilities, upgrades, or technology transfer projects, working closely with project management, engineering, procurement, construction, and QA/QC teams.

Key Responsibilities   Develop, implement, and manage the project controls systems for cost, schedule, and scope management for all assigned projects
Oversee project scheduling: create, maintain, and update integrated project schedules using industry-standard tools (Primavera P6, MS Project, etc.)
Cost management: prepare, track, and manage project budgets, forecasts, commitments, actuals, and earned value
Lead the change management process, including the assessment and incorporation of project change requests and evaluating their impact on cost and schedule
Analyze project performance using KPIs and produce regular progress and management reports for senior stakeholders
Manage risk registers, conduct quantitative risk assessments, and advise on mitigation strategies for cost and schedule
Ensure alignment with pharmaceutical regulatory and quality compliance requirements throughout planning and execution
Liaise with cross-functional teams including engineering, procurement, construction management, and validation to ensure robust delivery plans
Interface with external vendors, contractors, and consultants to gather schedule and cost data, ensuring accuracy and timeliness
Develop WBS, CBS, and establish baselines for new projects in compliance with corporate and industry standards
Provide leadership, mentoring, and oversight to the project controls team members
Support project close-out activities including cost/schedule reconciliation, lessons learned, and data archiving
Qualifications & Experienc   Bachelor’s degree in Engineering, Construction Management, Project Management, or related field (advanced degree a plus
Minimum of 10+ years’ experience in project controls on large-scale pharmaceutical or highly regulated industrial capital project
Deep knowledge of project controls methodologies, including earned value management, critical path method scheduling, cost engineering, and change managemen
Expert in industry software:
Primavera P6, MS Project, SAP, Oracle or simila
Proven track record in managing complex project schedules and budgets in a multi-stakeholder pharmaceutical/GMP environmen
Strong understanding of regulatory and validation processes in pharma (GMP, FDA, EMEA, etc
