About the Role
At Worley, we believe that the real value of permitting lies not at the end of a project but at the very beginning. By fully integrating regulatory compliance and permitting into our engineering processes, we ensure that requirements, constraints, and risks are addressed early. This proactive and embedded approach reduces redesign, prevents delays, and creates a smoother, more predictable path to permit approval.
As a Senior Safety Engineer – Permitting & Environmental, you will play a key role in delivering this integrated approach. You will work at the interface of engineering and regulation, helping our clients navigate complex permitting landscapes while enabling efficient and compliant project delivery.
What You’ll Do

Manage and coordinate Dutch environmental permitting processes, including authority engagement
Provide expertise on:
Environmental regulations and compliance
Emissions to air, soil, and water
EIA (Environmental Impact Assessment) deliverables
BAT/BREF and regulatory frameworks
Act as the key interface between engineering teams, clients, and regulatory authorities
Identify permitting risks early and implement practical, cost‑effective solutions
Support project delivery by managing scope, schedule, and budgets for your discipline
Contribute to continuous improvement by applying innovative tools, methods, and digital solutions
What You Bring
A Bachelor’s or Master’s degree in Chemical Engineering, Environmental Engineering, or a related discipline
Strong experience in regulatory compliance, permitting, or Safety Engineering, preferably in the (petro‑)chemical or industrial sector
Solid knowledge of:
Dutch permitting frameworks (e.g. Omgevingswet, Activiteitenbesluit)
PGS guidelines and environmental legislation
EIA processes and environmental assessments
Experience embedding regulatory requirements into engineering design processes
Ability to work independently and collaboratively in multidisciplinary and international teams
Excellent communication skills in Dutch and English
What Sets You Apart
You think beyond compliance—you understand how regulation impacts design, cost, and schedule
You have a proactive mindset and enjoy solving complex regulatory challenges early
You are comfortable engaging with clients, authorities, and technical teams alike
You bring leadership and ownership, helping projects succeed from day one
Benefits
Work on complex, high‑impact industrial projects in the Netherlands and internationally
Be part of a team that is shaping the integration of permitting and engineering
