The Specialist – Cybercrime Strategy & CSE is located in the Prevention & Outreach Team, within the EC3 Expertise & Stakeholder Management Unit of Europol Cybercrime Centre (EC3), Operations Directorate.
The Operations Directorate focuses on enhancing cooperation of competent authorities in Member States (MS) to prevent and combat serious organised crime and terrorism, working closely with Liaison Bureaux and Operational Teams in the MS.
EC3 delivers operational and investigative support for complex cybercrime investigations and supports EU institutions and MS in building analytical capacity. The Expertise & Stakeholder Management Unit gathers information on emerging technologies and coordinates strategic products such as the Internet Organised Crime Threat Assessment (IOCTA). It also promotes international collaboration with government entities, private sector, academia, CSIRTs, and other partners.
Purpose of the PostThe Specialist will advance Europol’s mission to protect children from sexual exploitation by developing and implementing strategic initiatives, fostering international collaboration, and leveraging innovative solutions to identify and protect victims of child sexual exploitation (CSE).
Reporting LinesThe incumbent reports to the Head of Team Prevention & Outreach/Head of Unit – EC3 Expertise & Stakeholder Management.
Functions and Duties- Establish and maintain close contacts with MS and Third Party Liaison Officers to encourage and support operational activities in the field of child sexual exploitation.
- Develop and maintain activities with partners within and beyond the MS to combat transnational child sexual offenders.
- Monitor trends in child sexual abuse and conduct research to develop innovative tools and solutions for the identification and protection of victims.
- Deliver presentations and briefings on Europol’s role, strategies and initiatives in combating CSE.
- Analyse information from MS and prepare reports identifying opportunities for joint intelligence‑sharing and operational cooperation.
- Observe and assess criminal trends and emerging threats against children’s safety (e.g., TCSO, LDCA, grooming, CSAM) and contribute expertise to briefings and strategic documents.
- Review and track developments in national and international legal frameworks related to child sexual abuse (CSA).
- Perform any other duties in the area of competence as assigned by line management.
- Member of a competent authority as defined by the Europol Regulation.
- Enjoy full rights as a citizen of a Member State.
- Have fulfilled national obligations for military service.
- Provide appropriate character references.
- Be physically fit for the duties and comply with Article 13 of CEOS.
- Produce evidence of thorough knowledge of at least one Union language and satisfactory knowledge of another.
- Atenuated level of education: at least three years of completed university studies (diploma).
- Or professional training of equivalent level with required relevant experience (Table
1). - In addition to the above, at least three years of total professional work experience after obtaining the diploma.

Professional Experience – Essential
- Preferably at least 3 years of experience in law enforcement teams fighting child sexual exploitation and investigating transnational offenders.
- Experience in international initiatives and projects against child sexual exploitation.
- Experience in writing strategic reports.
- Experience in technical investigations, including computer forensics and online environments.
- Experience in identifying child victims of online sexual abuse using victim‑identification software and working with the INTERPOL ICSE database.
Professional Knowledge – Essential
- Excellent knowledge of investigative techniques in child sexual exploitation.
