Position Overview
The NCI Agency (Purchaser) seeks a qualified Contractor to provide continuous Audio‑Visual and Video Teleconferencing (AV&VTC) services in The Hague, Netherlands. The Contractor will support personnel based in The Hague and those on official duty at that location, ensuring optimal performance, security, and reliability of AV&VTC systems and providing end‑user support on a full‑time on‑site basis.
Responsibilities- Provide first‑level support for end users and related AV&VTC issues.
- Ensure audio‑visual and video teleconferencing systems in meeting, collaboration rooms, and auditoria are functional and fully operational.
- Perform first‑line troubleshooting, conduct daily preventive readiness checks, maintain incident records and operational logs.
- Support the installation of standard AV/VTC room systems and any required upgrades.
- Assist users before, during, and after meetings.
- Augment baseline staff for large conferences, VIP meetings, or high‑visibility events as required.
- First‑level support to end users for daily business operations.
- Preventive maintenance, readiness checks, and escalation of complex issues.
- Monitoring of AV/VTC system availability, reliability and performance.
- Analysis of incident service requests and fault trends to identify recurring issues and improvement opportunities.
- Continuous improvement initiatives to evolve services in line with Agency needs while maintaining stability and compliance.
- NATO security policy compliance.
- Valid NATO Secret security clearance.
- Qualified and experienced personnel.
- English language proficiency.
- Stable team with minimal turnover; personnel changes require Purchaser approval.
- Proper handling of PFE equipment.
- Use of ITSM system mandatory.
- Immediate escalation of blocking issues and minimisation of end‑user impact.
- Education:
Bachelor's degree in Computer Science, Information Technology, or a related field is preferred (equivalent experience or industry certifications considered). - Experience:
Minimum of 3–5 years managing AV/VTC room systems, including VTC codec (HP/Poly, Cisco), cameras, projectors, monitors, control processors, microphone systems, video matrixes, Video Wall TV systems and other peripherals. Proven experience as an AV&VTC technician, particularly with HP/Poly/Cisco and PEXIP Videoconferencing, and proficiency in troubleshooting hardware, software, and network issues. - Knowledge of Active Directory, Group Policy, Windows Update management, IP networking fundamentals, and IT best practices (ITIL).
- Experience with IT service management (ITSM) tools.
- Strong analytical, problem‑solving, communication, interpersonal, and team‑working skills. Ability to prioritize tasks, meet deadlines, and work independently.
- Language:
Level 3 English language skills (Listening 3; Speaking 2; Reading 3; Writing
2) or equivalent C2–C1 (Upper Intermediate to Advanced).
- Location:
The Hague, Netherlands (100% onsite, Class II Security Area). - Full‑time, on‑site required.
- Required start date: 13 July 2026.
- Base period: 13 July 2026 – 31 December 2026.
- Option 1: 1 January 2027 – 31 December 2027.
- Option 2: 1 January 2028 – 31 December 2028.
- Security clearance: NATO Secret.
- No travel required.
