Organisational context

Europol’s Information Management (IM) Unit delivers activities that streamline and strengthen Europol’s IM capabilities and supports the Chief Information Officer (CIO). The unit channels business demands into a cohesive plan, ensuring strategic alignment, innovation and legal compliance.

Purpose of the post:
The incumbent will coordinate the planning, development and management of biometric data processing solutions – including facial recognition, automated fingerprint identification systems (AFIS), DNA solutions and biometric data management – within Europol’s product portfolio to meet new legal requirements and business needs. The role involves collaborating with cross‑functional teams, understanding real‑time developments and ensuring that Europol’s products meet the needs of internal and external stakeholders and regulatory frameworks.

Reporting lines:
The incumbent reports to the Senior Specialist – Head of Team – IM Strategy, Planning & Business Product Management.

Functions and duties
  • Provide expert guidance to define and develop the roadmap for Europol’s biometric capabilities in line with strategies, legal requirements and stakeholder expectations.
  • Act as the bridge between technical teams and stakeholders internally and externally to implement new capabilities or enhance existing ones.
  • Engage with key stakeholders such as internal teams, Member State authorities and other EU Agencies to identify business needs and requirements.
  • Collaborate with cross‑functional teams to define and review product requirements and features, aligning with business goals.
  • Elaborate and evaluate policies, business processes and procedures.
  • Ensure alignment of biometric capabilities with legal and data protection requirements; support drafting of data protection impact assessments.
  • Deliver training sessions and presentations.
  • Provide support, advice and issue resolution to end users and other stakeholders; address inquiries, issues and feedback, continuously improving the user experience.
  • Gather business intelligence and produce reports related to usage of relevant systems.
  • Conduct research to identify trends, opportunities and technology landscape in relation to biometric data processing.
  • Keep abreast of relevant laws and regulations, with a focus on facial recognition.
  • Perform any other duties as assigned by line management.
Eligibility criteria

a. Nationality, legal and personal requirements:

  • National of one of the European Union Member States with full citizenship rights.
  • Fulfil obligations imposed by applicable laws regarding military service.
  • Produce appropriate character references suitable for the duties.
  • Physically fit to perform the post, as specified in Article 13 of the Conditions of Employment of Other Servants of the European Union (CEOS).
  • Demonstrate thorough knowledge of the EU’s official language and satisfactory knowledge of a second language.

b. Education and professional experience:

  • Completed university studies (minimum four years) attested by a diploma.
  • OR completed university studies (at least three years) plus at least one year of relevant professional experience.
  • OR professional training at an equivalent level in a relevant area together with the professional experience specified below.

Professional training equivalence (additional experience required):

  • More than 6 months up to 1 year of training → 4 years required.
  • More than 1 year up to 2 years → 3 years required.
  • More than 2 years up to 3 years → 2 years required.
  • More than 3 years → 1 year required.
  • In addition, at least 6 years of professional work experience after diploma.
Professional experience
  • Experience in biometric data processing frameworks, including methodologies, procedures, workflows and quality management.
  • Experience with DNA processing solutions and DNA data management.
  • Experience in business product management of biometric identification systems (fingerprints, facial images, DNA).
  • Experience in drafting impact assessments, policies, reports, functional requirements and end‑user documentation.
