ESSENTIAL FUNCTIONS
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.
Plan, organize, direct, and supervise the activities of the Environmental Services and Laboratory divisions including the Public Works department water quality, wastewater discharge, industrial pretreatment, environmental compliance, municipal and industrial stormwater permit, and cross connection compliance program responsibilities and reporting requirements.Perform necessary research and study of all Texas Commission of Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) regulations applicable to water quality laboratory operations, pretreatment compliance, stormwater compliance, and environmental compliance.Facilitate and participate in inspections and sampling of various commercial and industrial establishments to ensure compliance with all regulatory requirements; review and interpret results; prepare, review, and approve reports and respond based on results.Facilitate and participate in inspections and sampling of City water and wastewater facilities by outside regulatory agencies including, but not limited to, TCEQ and EPA.Monitor the activities of the water quality Laboratory to ensure accurate testing procedures and results, quality assurance, laboratory safety, and sampling programs; ensure compliance with lab accreditation regulatory requirements; set and monitor performance standards; identify opportunities to improve processes and implement approved process improvements.Maintain complete and accurate records of all activities of assigned divisions; develop and maintain systems for record keeping; prepare and submit regulatory and permit-required reports required of assigned divisions.Utilize applicable software and computer applications for data entry and retrieval, report preparation, graphs and charts, and completion of other data monitoring and documentation activities.Assist in employee selection; evaluate assigned personnel; provide and coordinate staff training; work with employees to correct deficiencies; identify and resolve personnel problems.Assign work activities and projects; monitor work flow and inspect/verify completed and in-progress work for accuracy, use of proper work methods and techniques, and compliance with applicable standards and specifications.Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials and supplies; monitor and control expenditures; requisition, purchase, and inventory materials and supplies.Establish and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; investigate complaints and recommend corrective action as necessary to resolve complaints.Perform other duties as assigned.Respond to emergencies after hours and in inclement weather conditions.KNOWLEDGE,
