This position is only open to Colorado state residents.
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the UnitThe Accountant III works in the Colorado Department of Transportation’s Projects and Grants Accounting Unit. The unit supports the Federal Aid Program fiscal and financial functions for CDOT’s Division of Accounting and Finance to comply with State and Federal guidelines.
About the PositionThe Accountant III compiles, analyzes, records and/or maintains financial and nonfinancial data on highway projects in the SAP Federal Aid Billing (FAB) subsystem to ensure accurate billing of project costs to the Federal Highway Administration (FHWA), cities, counties, other state agencies, and other highway project participants and to ensure accurate financial reports for project & financial managers. This position develops and manages reconciliation mechanisms to ensure that the daily, monthly, and weekly billings are consistently accurate.
The Accountant provides guidance to CDOT Regions and Branch Offices on all items related to billing and inactive projects. This position maintains the list of projects excluded from the billing cycle and decides when to bring them back into the billing cycle. This position administers the month-end billing cycle and updates and maintains FAB tables and provides ad hoc reporting as needed.
The Accountant manages the billing cycles per Cash Management Improvement Act (CMIA) guidelines and manages Federally inactive projects.
- Ensure the timely and accurate daily, weekly and monthly submission of invoices to the FHWA.
- Create the local and state financial documents on a monthly basis.
- Ensure accuracy and timeliness of the federal aid, local entity and state financial documents.
- Serve as liaison with the FHWA Finance team to coordinate payment approval.
- Maintain billing documents and coordinate with Administrative staff for retention of documents according to FHWA guidelines.
- Identify any system process changes needed and work with the CDOT Business Process team to implement.
- Manage the FHWA quarterly inactive report which lists projects that have unexpended balances and have had no activity for 12 months or longer.
- Participate in regular inactive project meetings and review and update processes as needed.
- Analyze individual inactive projects to determine causes and recommend solutions to CDOT regional business offices and/or CDOT’s Office of Financial Management and Budget on how to fix.
