Position: Manager, Public Policy for Community Philanthropy

Location: Full-time, remote (10% travel required). Candidates must be located in the DC metropolitan area with the ability to travel to the DC office (1255 23rd Street NW, Washington, DC 20037).

Compensation: Starting salary range of $94,400 - $105,500. Salary range is based on Washington, D.C. area.

The Manager, Public Policy for Community Philanthropy will contribute to the success of the Council’s policy and government affairs work by strengthening federal policymakers’ understanding of community philanthropy and how public policy impacts community foundations’ ability to serve their communities.

PRIMARY JOB DUTIES AND RESPONSIBILITIES
  • Alongside the Policy team, support a coalition of community foundation leaders by keeping them informed of and engaged in policy work.
  • Track, monitor, conduct research on, and analyze policy proposals, legislation, regulations, and other government actions, particularly those that affect community philanthropy.
  • Monitor policy-related news, publications, research, and other commentaries from a variety of sources.
  • Develop written policy materials for community foundations engaging in public policy work, such as position statements, one-pagers, template regulatory comments, and summaries of legislative and regulatory activities.
  • Build and maintain professional relationships with Congressional staff, federal agencies, coalition partners, and other stakeholders.
  • Support the lobbying and advocacy efforts of community foundations as needed to further the Council’s established policy agenda, including by leading fly-ins.
  • Support communications initiatives related to public policy issues, including working with community foundations to tell their stories.
  • Support the Public Policy team’s programming, member engagement, and strategic initiatives related to community philanthropy.
  • Contribute to overarching organizational goals by participating in cross-functional working groups and programming. Collaborate with other Council staff on key priorities, projects, and events.
QUALIFICATIONS
  • 5 years of directly related political science, public policy, or related field experience.
  • 4 years of experience working with members of Congress and their staff.
  • Currently a registered lobbyist or willing to register.
  • Candidate must be based in the Washington, D.C. metro area.
POSITION SPECIFIC COMPETENCIES
  • Demonstrated and robust experience analyzing tax legislation and policy.
  • Understanding of the philanthropic and nonprofit sectors required.
  • Strong writing and project management skills.
  • Ability to work and engage across the political spectrum.
  • Independent thinking that blends maturity, discretion, and creativity.
