SummaryThis position serves as a liaison between FTA Headquarters and the Regional Office (TRO) performing a myriad of safety, oversight and compliance activities to advance FTA’s safety mission. The position may work with recipients, Regional and HQ staff on safety and enforcement concerns discovered in the program areas. This position coordinates with stakeholders to provide information for safety compliance in program areas during technical compliance reviews, and for related safety activities.
DutiesThis position is geographically located in a single FTA Regional Office but may be responsible for carrying out job responsibilities for multiple regions:
- Serves as the liaison between Regional Offices and TSO Headquarters as a part of the Safety Management Process by providing advice in identifying, reviewing, and escalating safety issues.
- Provides communication and liaison support between Regional Offices and TSO.
- Supports recipients and the region in safety grant applications, project implementation, inspection, oversight, and coordination activities.
The ideal candidate for this position is a motivated, experienced, and self‑reliant professional with exceptional communication skills and analytical abilities, as well as a customer service mindset. This candidate will also be able to travel 25% to 30% for the position.

This position involves travel. A government contractor‑issued travel card will be issued and must be retained for official business only. - TIME‑IN‑GRADE:
Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart
F. - DEU REQUIREMENTS:
Applicants selected under delegated examining procedures may be required to successfully complete a one‑year probationary period (unless already completed).
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS‑12, it must include:
- Experience utilizing methods and techniques to conduct analytical studies and/or projects relating to transit safety‑oriented programs.
- Experience interpreting, drafting, reviewing, and editing transit safety guidance or regulations.
- Experience communicating information to internal and external stakeholders.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS‑13, it must include:
