About the Colorado Energy & Carbon Management Commission (ECMC)

The ECMC regulates the development and production of Colorado’s natural resources—including oil and gas, geothermal energy, and carbon capture—while protecting the environment and public interests. The Community Relations Unit drives an integrated communications strategy and public engagement, especially with disproportionately impacted communities.

Key Responsibilities
  • Coordinate, implement, and evaluate external communications across ECMC’s 13 units to enhance public trust and environmental outcomes.
  • Develop media relations, event promotion, news releases, digital campaigns (web, email, social media, video), branding, and plain‑language communications.
  • Lead public engagement initiatives in line with SB 24‑229 and environmental justice priorities.
  • Act as the primary spokesperson with media and external stakeholders, including state agencies, federal and local government, NGOs, industry partners, and the public.
  • Collaborate with subject‑matter experts, ECMC Communications team, Digital Accessibility Program Manager, and other stakeholders to align messaging.
  • Monitor and analyze communication metrics (Google Analytics, Siteimprove, custom dashboards); recommend improvements.
  • Serve as content translator—turning technical information into clear, concise, audience‑friendly materials.
  • Support the Unit Manager with compliance data, presentations, and outreach evaluation.
  • Assist with complaint intake when the Community Relations Liaison is unavailable (48‑hour response requirement).
Minimum Qualifications
  • Seven (7) years of professional experience in public relations, public information, government communications, risk communication, or related fields (e.g., energy, environmental, natural resources).
  • OR a combination of related education and experience totaling seven (7) years, including a recognized bachelor’s degree or equivalent training in a relevant discipline.
Preferred Qualifications
  • Current or former State government experience.
  • Excellent written and verbal communication skills.
  • Experience engaging diverse audiences and tailoring messaging.
  • Digital communication best‑practice expertise.
  • Knowledge of Colorado’s energy sector.
  • Professional writing, research, and communication development skills.
  • Technical content to plain language conversion.
  • Customer service and public‑service experience, including complaint intake/response.
Work Arrangement

Hybrid: remote work from anywhere in Colorado with optional in‑office Denver attendance for quarterly team meetings and occasional events (0‑3 per month).

Conditions of Employment
  • Must possess a valid State of Colorado driver’s license and be willing to travel across Colorado.
  • May require lifting up to 20 lbs; overnight travel may be required.
  • Must be legally eligible to work in the U.S.; DNR does not sponsor non‑citizens.
  • Compliance with State fleet vehicle policies for employees who use state‑owned vehicles.
