ASSISTANT PROGRAM MANAGER – EMERGENCY MEDICAL SERVICES

CATEGORY/LEVEL: Part-Time

BASIC FUNCTION: The Assistant Program Manager – Emergency Medical Services supports the planning, coordination, implementation, and evaluation of Emergency Medical Services (EMS) programming. This includes EMS certification courses (Emergency Medical Responder, Emergency Medical Technician, and Advanced Emergency Medical Technician), EMS continuing education, and related training opportunities. The position also assists in facilitating student clinical and field experiences, monitoring student progress, and coordinating fire science and hazardous materials courses.

This role works under the direction of the Program Manager – Emergency Medical Services to ensure high-quality programming that meets state standards and community needs.

START DATE: ASAP

SALARY: $23.84 per hour; average of 20 hours per week, not to exceed 29 hours per week. This position offers flexible scheduling. Hours will vary and include some evenings and occasional weekends. This position is not eligible for benefits.

REQUIRED QUALIFICATIONS: Associate degree in health or education-related field. Successful teaching experience of healthcare, EMS, or fire science courses. Meet minimum qualifications for adjunct faculty per Iowa Administrative Code 281-21.3 (260C). Current Iowa EMS certification at or above the EMT level. Demonstrated knowledge of instructional methods, testing, and student evaluation; field operations and the delivery of out-of-hospital emergency care; and State of Iowa and National Registry certification requirements.

PREFERRED QUALIFICATIONS: Bachelor's degree in a related field, EMS Instructor endorsement, and experience teaching fire science courses.

RESPONSIBILITIES AND DUTIES
  • Assist with the planning, delivery, and evaluation of EMS and fire science education programs, including certification and continuing education courses.
  • Support operations at the North Iowa Public Safety Training Center.
  • Contribute to program assessment and improvement through data collection, outcomes analysis, and evaluation.
  • Participate in curriculum development, ensuring compliance with standards and responsiveness to identified training needs.
  • Maintain and recommend instructional technology, simulation tools, and equipment.
  • Ensure compliance with all applicable Iowa Administrative Codes for EMS instruction and adjunct faculty.
  • Maintain current Iowa EMS certification at the EMT level or higher.
  • Assist with preparing budgets, maintaining program records, and submitting required reports.
  • Develop and maintain accurate course and student documentation.
  • Support recruitment, selection, orientation, and evaluation of part-time instructors and assistants in accordance with NIACC policies.
  • Participate in short- and long-range planning for assigned program areas.
  • Serve on institutional committees and task forces as appointed.
  • Maintain strong organizational skills, demonstrate reliability, and communicate effectively with stakeholders. Fulfill other responsibilities as needed or assigned.
  • Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
