Registered Nurse, Health Compliance Inspector Home Care – FAA

Join the Colorado Department of Public Health and Environment as a Registered Nurse, Health Compliance Inspector in the Home Care & Hospice Section. This role advances state‑wide standards for home‑based care across Colorado.
Eligibility- Only current State of Colorado residents may apply.
- Eligible applicants include current HFEMS RN Health Compliance Inspectors (Health Professional III) who will retain their current salary or non‑resident applicants who will receive $80,916 annually.
- Current, valid RN licensure from the Colorado Board of Nursing or an eNLC‑participating state.
- Conduct on‑site and desk reviews to evaluate compliance with state and federal standards.
- Assess nursing and clinical services for adherence to accepted professional practice.
- Identify and document findings related to quality of care, patient safety, and consumer rights.
- Interpret and apply complex regulations, including HCPF and CMS requirements.
- Collaborate with interdisciplinary teams to promote consistency, quality improvement, and regulatory alignment.
- Directly observe, interview, and review records to assess care, treatment, and quality of life at home‑care facilities.
- Apply professional judgment in evaluating compliance with 6 CCR 1011‑1 (Ch. 2 & 26), 10 CCR 2505‑10, 8.500, and 8.540.
- Serve as the RN member of survey teams, conducting nursing observations, medication reviews, and other clinical evaluations.
- Review incidents, complaints, and serious occurrences to determine appropriate responses.
- Write statements of deficiencies that identify non‑compliance areas with regulatory citations.
- Educate providers, consumers, and stakeholders on standards and expectations.
- Six (6) years of applicable health‑care experience in a facility regulated by HFEMSD or equivalent education and work (e.g., 2 years of healthcare + bachelor's degree in Nursing, Public Health, Social Work, or a closely related field).
- Current, valid RN license in Colorado or an eNLC state.
- Detailed employment history and education documented within the last 10 years.
- Prior Colorado state service relevant to licensure, certification, or survey work.
- Clinical experience in acute care, specialized units, home health, hospice, or home care.
- Experience evaluating quality of care, adverse events, incident reviews, and corrective actions.
- Interview proficiency in trauma‑informed and stakeholder‑appropriate settings.
- Analytical writing skills with regulatory narratives, evidence grids, and decision memos.
- Data interpretation from EMR reports, staffing/scheduling data, and quality indicators.
- Systems thinking regarding agency operations such as QAPI and supervision.
- Experience serving as a resource/educator for providers on regulatory expectations.
- Pre‑employment background check.
- Active, unrestricted RN license.
- Willingness to travel up to 50% of the time within Colorado.
- Ability and willingness to work in environments with contagious diseases, wearing PPE as required.
- Availability for emergency response, COOP activation, and extended coverage of operational hours.
- Proficiency in word processing and communication technology.
- Annual influenza and COVID‑19 vaccination required; fit testing and PPE training mandatory.
- Variable work hours including evenings, nights, weekends, or holidays.
- Physical ability to lift up to 45 lbs and stand/ walk for extended periods.
- Completion of required surveyor training within six (6) months of employment.
- Use of state fleet vehicles as directed.
- Admittance of reasonable accommodation requests in compliance with EEO law.
- RN clinical judgment in home and community settings.
- Regulatory application of 6 CCR 1011‑1, CMS SOM Appendix B, and HCPF 10 CCR 2505‑10.
