Description

This position provides data science, data management, and integration expertise for the Department of Human Services (CDHS) Joint Agency Interoperability project.

Responsibilities include:

• Developing the Implementation Advance Planning Document
• Working with CDHS personnel to identify and review needs and recommendations for department-wide data interoperability
• Identifying and documenting data in use and maintained by CDHS
• Designing an architecture for data integration and interoperability
• Recommending methods for identity resolution and record matching among multiple databases within CDHS
• Defining methods for measuring and comparing data quality
• Defining analytics methods and platforms to provide a 360-degree view of CDHS clients and assess program effectiveness and abuse

In addition, the role involves:

• Developing metadata for identified data and ensuring its entry into OIT's data discovery clearinghouse
• Categorizing data based on security, sensitivity, and other schemes defined by OIT
• Describing semantics of disparate data sets to support interoperability
• Testing data quality measurement processes and recommending improvements
• Defining workflows and APIs for enterprise service bus implementation, testing, and recommending improvements
• Describing methods for data analysis to improve program effectiveness and testing analytical platforms

The position reports to the state's Chief Data Officer within OIT and collaborates with OIT staff, CDHS personnel, and contractor teams.
