About the RoleWe are seeking an experienced Project Manager to lead a multi-year modernization initiative replacing the Colorado Judicial Branch's legacy ICON/JPOD Probation Case Management System. This role will oversee end-to-end project delivery, including vendor management, stakeholder coordination, data migration, system integration, governance, and statewide implementation across 23 judicial districts.
The ideal candidate will have extensive experience managing complex technology implementations, enterprise system replacements, and large-scale public-sector projects. Strong leadership, risk management, and communication skills are essential to ensuring successful project delivery.
Key ResponsibilitiesLead the full project lifecycle, including planning, procurement, implementation, testing, deployment, and legacy system decommissioning.
Manage project scope, schedules, budgets, risks, issues, and dependencies.
Oversee vendor performance, procurement activities, and contractual deliverables.
Coordinate executive leadership, judicial stakeholders, technology teams, and external partner agencies.
Oversee data migration, system integration, and continuity of critical criminal justice data exchanges.
Manage regulatory compliance, organizational change management, training, and user adoption.
Prepare executive reports, facilitate governance meetings, and escalate critical project issues.
Bachelor's degree in Project Management, Information Systems, Business, Public Administration, Criminal Justice, or a related field. Relevant experience may substitute year for year.
10+ years of project management experience, including at least 5 years leading complex technology implementations.
Proven experience in enterprise system replacement, data migration, and organizational change management.
Experience managing multi-year project schedules, multiple vendors, budgets, and diverse stakeholder groups.
Strong knowledge of project governance, risk management, and stakeholder communication.
Ability to pass a criminal background check.
PMP, PgMP, or equivalent project management certification.
Experience with Waterfall, Agile, or hybrid project management methodologies.
Experience implementing case management systems in courts, probation, corrections, or other public-sector organizations.
Familiarity with Colorado state government, the Judicial Branch, CICJIS, commercial off-the-shelf (COTS) solutions, or SaaS implementations.
