Description Of JobThe Colorado Lottery’s mission is to maximize the proceeds from Lottery game sales to support the Lottery's beneficiaries for the good of all Coloradans.
The Criminal Investigator V (Agent-In-Charge) provides leadership, oversight, and subject‑matter expertise for criminal, compliance, and background investigations within the Colorado Lottery. This position manages investigative operations, supervises sworn investigators and non‑sworn investigators, and ensures the integrity, security and regulatory compliance of Lottery operations statewide.
A typical day as a Criminal Investigator V in the Lottery DivisionThe Agent‑In‑Charge oversees criminal and administrative investigations involving Lottery employees, retailers, vendors, and associated partners; conducts and reviews complex background investigations and serves as the Lottery's lead authority on physical security systems and incident response. This role exercises independent judgment in enforcement decisions, policy development, and risk mitigation, and regularly collaborates with internal leadership, prosecutors, law enforcement agencies, and regulatory partners.
This position functions as a supervisory officer, maintains POST certification, and represents the Lottery in hearings, proceedings, and before the Lottery Commission as assigned.
Supervision and Management Investigations- Provides direct supervision and leadership for criminal, compliance and background investigations, including workload management, task assignments and operational oversight.
- Establishes performance expectations, conducts evaluations, and develops performance improvement plans consistent with state personnel rules and departmental policy.
- Reviews investigative work products for accuracy, completeness, legal sufficiency and adherence to best practices and statutory requirements.
- Develops, implements and updates investigative policies, procedures, and operation guidelines for Criminal and Compliance investigative teams.
- Recommends hiring, promotion, disciplinary action, and corrective measures of investigative staff in coordination with leadership and Human Resources.
- Coordinates with prosecutors, law enforcement agencies, and regulatory partners regarding criminal charges, plea agreements, and case disposition.
- Conducts integrity operations, undercover activities, and underage sales stings to ensure regulatory compliance.
- Maintains POST certification and required law enforcement training to remain in good standing as a sworn peace officer.
- Conducts and oversees criminal investigations involving alleged violations of Colorado Revised Statutes and Lottery Rules by employees, retailers, vendors, and associated individuals.
- Collects, analyzes, and preserves evidence; interviews subjects and witnesses; prepares reports, affidavits, and case documentation; and testifies in hearings, trials, or administrative proceedings.
