Summary

The Delivery Project Manager leads the execution of complex, multi-workstream initiatives within large-scale Medicaid programs. This role partners closely with state clients, business leaders, and cross-functional delivery teams to ensure projects are delivered on time, within scope, and aligned with regulatory and contractual requirements.

A key responsibility of this role is driving disciplined application project delivery through stage-gated governance within a waterfall SDLC framework. The Delivery Project Manager ensures that each phase of the project lifecycle—initiation, requirements, design, development, testing, implementation, and stabilization—progresses only after formal approvals, risk assessments, and readiness reviews are completed.

While the role may independently manage smaller initiatives, its primary focus is supporting and co‑leading large, high‑visibility Medicaid delivery efforts alongside other senior project managers.

Your role in our mission
  • Lead multiple projects and/or programs across the full delivery lifecycle, from initiation through implementation and stabilization.
  • Apply stage-gate governance to ensure readiness reviews, approvals, and quality checks are completed before advancing to subsequent phases.
  • Manage complex, cross-functional delivery teams supporting Medicaid systems, enhancements, and regulatory initiatives.
  • Partner directly with state clients and internal business leaders to plan, prioritize, and deliver system changes.
  • Coordinate delivery across multiple work streams, vendors, and functional teams.
  • Provide project leadership by assigning resources, mentoring team members, and serving as an escalation point.
  • Identify, track, and mitigate risks, issues, and dependencies across assigned initiatives.
  • Monitor delivery performance against contractual commitments, SLAs, and regulatory timelines.
  • Support capacity planning and workload balancing across projects, defects, and ongoing system support.
  • Collaborate with peer project managers to align resources and delivery priorities across the program.
  • Escalate delivery, resourcing, or system risks to leadership with clear recommendations.
What we’re looking for

Required Qualifications
  • Bachelor’s degree or equivalent experience.
  • 7+ years of project and/or program management experience, including leadership of complex initiatives.
  • Experience managing projects using Waterfall methodology with stage-gated delivery checkpoints (required);
    Agile or hybrid experience preferred.
  • Demonstrated experience leading cross-functional teams in a client-facing environment.
  • Proven ability to manage multiple priorities, dependencies, and stakeholders simultaneously.
  • Experience working within client/vendor delivery models.
  • Proficiency with Microsoft Project; MS Project Online (MSPO) experience preferred.
Preferred Qualifications
  • Experience delivering Medicaid, MMIS, or other public-sector healthcare systems.
  • Experience working with state agencies and navigating regulatory-driven delivery.
  • Background supporting large, multi-year programs with multiple work streams.
  • PMP or similar project management certification (preferred, not required).
