About the Unit
The staff of the Colorado Division for the Deaf, Hard of Hearing, and Deaf Blind (Division) runs multiple programs within the Communications Services for People with Disabilities Enterprise, a business structure supported by the Colorado Department of Human Services (CDHS). Each member of the Division coordinates internal and external activities to achieve the goals and objectives set by the Enterprise.
- Colorado Early Hearing Detection and Intervention (COEHDI)
- Communication Access Services (CAS) – sign language interpretation, Communication Access Realtime Translation (CART) captioning services, and other communication services for legal/court and rural settings
- Community Relations – Ascent Program, information, resources, directory, referrals, events, grants, and trainings
- Communication Technology and Access Program (CTAP) – Communication Technology Program, National Deaf Blind Equipment Distribution Program (NDBEDP), and Telecommunications Relay Services (TRS)
- Deaf Blind Programs – Community Intervener Program (CIP), Orientation & Mobility (O&M), and Support Service Providers (SSPs)
This position serves as a first-level supervisor and advanced program manager, providing direct supervision, leadership, and operational oversight for four distinct and complex programs within the Division: COEHDI, CTAP, DBP, and the Legal/Rural Program. The role ensures these programs are effectively managed, meet strategic objectives, and comply with state and federal guidelines. The position reports to the Deputy Executive Director and integrates program activities to support the Division's mission.
PrimaryJob Duties
- Program Supervision and Personnel Management: Direct first-level supervision of four Program Coordinator positions. Manage supervisory duties including planning, assigning, reviewing work, conducting performance evaluations, approving leave, and addressing performance issues. Coach, mentor, and guide staff to manage their programs and community needs effectively.
- Strategic Program Management and Operational Oversight: High-level strategic and operational management of the four supervised programs. Develop and implement program goals and procedures aligned with the Division's strategic plan. Monitor budgets, support daily operations, engage community partners, identify concerns, and report to the Deputy Executive Director. Assist with legislative reporting and grant preparation.
- Other Duties as Assigned: Perform related duties or special projects as required.
