Summary of the Position
This is a first line formal supervisory position dedicated to overseeing or providing supervision for direct care Youth Services Specialists. Responsibilities include supervision of subordinate staff and/or direct provision of services, scheduling staff, movement of youth, admissions/releases, orientation, security/control functions, educational support services, daily programming, recreation, meals, medical referral and follow-up, and customer service. The role includes identifying and addressing subordinate staff performance concerns, modeling and ensuring compliance with DYS policies and Sanctuary/ trauma-informed approaches.
The position is a member of the Youth Center Leadership Team and contributes to the division's trauma-responsive initiatives and strategic plan.
- Performance management and supervision of staff; ensure timely, high-quality work and adherence to Reflective Supervision practices.
- Oversight of intake, admission, and release processes; supervise daily operations and programming; oversee safety, security, and crisis response.
- Lead programming and trauma-responsive activities; supervise daily living, meals, recreation, and education support; ensure youth orientation to rules and rights.
- Document and monitor incidents, safety contracts, behavioral interventions, and youth grievances; ensure restorative practices where applicable.
- Provide coaching, mentoring, and development opportunities for YSS I and YSS II staff; conduct regular supervision sessions.
- Ensure compliance with CDHS, DYS policies, and QAYS Facility Standards; participate in ongoing training and professional development.
- Act as facility supervisor in absence of Director/Assistant Director; liaise with educators and other stakeholders.
- Supervise daily facility operations; conduct counts and incident reviews; respond to crises with appropriate intervention and debriefing.
- Monitor youth location, safety, and well-being; enforce safety protocols and use of restraints when authorized; comply with PREA and related standards.
- Oversee shift assignments, post coverage, and staff positioning; ensure crisis communication and de-escalation practices.
- Supervise and maintain youth center programming; model trauma-responsive tools and DYS treatment model.
- Facilitate and coach staff in Problem Solving Groups, Sanctuary Psycho-educational Groups, and other groups; provide on-the-floor coaching in Safe Correctional Practices and Trauma-Informed Care.
- Ensure safe practices, program adherence, and youth education initiatives; enforce behavior management programs.
- Oversee and ensure accurate documentation of daily facility operations and Youth/Unit activities; ensure logs and key records are complete.
- Document Suicide Precaution Monitoring, Growth and Change Plans, Seclusion, Medical Watch, and related items per policy; mandatory reporting of abuse as required by law.
- Coordinate timely shift briefings and ensure meal tracking and related documentation are completed.
- Attend mandatory training and professional development; contribute to a healthy cultural climate and professional conduct in communications.
- Adhere to CDHS and DYS policies, Sanctuary 7 commitments, and state personnel rules; role-model and enforce staff adherence to standards.
- Perform other duties as assigned within statutory and policy frameworks.

Minimum QualificationsWork Experience
- Two (2) years of full-time corrections-related experience working in a correctional or trauma-informed facility.
- Corrections-related experience includes custody and control of detained or adjudicated populations and/or experience as a POST Certified Officer, or Military Law Enforcement.
Educational Requirements
- High school diploma or General Education Diploma (GED).
- Substitution:
College coursework in social or behavioral sciences, criminal justice, human services, physical education/recreational studies, or closely related field substitutes for experience on a year-for-year basis.
Note:
Anything less than 40 hours per week is considered part-time; credit is prorated accordingly. Current state employees should update work experience to receive credit for state experience.
The Division of Youth Services values candidates with lived experience relevant to mental health, substance use, systems involvement, or trauma. Lived experience is encouraged but will not substitute for minimum qualifications.
Desirable andPreferred Qualifications
- Experience in program and/or project development, training and facilitation, and training development.
- Supervisory/management experience; data-driven performance management; work with high-risk juvenile populations.
- Policy analysis, development, and implementation experience.
- Relevant years of state service experience.
