Job Purpose: To provide senior technical leadership and strategic advisory support on Monitoring, Evaluation, Accountability and Learning (MEAL) across HALO programmes, ensuring organisational best practice, quality assurance, and continuous improvement in the use of evidence for decision-making, learning, and external accountability.
About HALO:HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women.
Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.
HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.
Sitting within the Transformation Department and working closely with the Programmes, Operations Group and Strategy, the Monitoring, Evaluation, Accountability and Learning (MEAL) team drives the implementation of MEAL across the organisation.
About the role:The Global MEAL Advisor reports to the Head of MEAL and advises programmes on the design, development and implementation of all MEAL processes. - Provide remote and on-site technical support and advice to programmes.
- Carry out scheduled M&E visits to programmes to assist with development or implementation of processes, training new staff, or other MEAL-related needs. Visits will also be used to assess challenges, gaps in delivery, and opportunities for making processes more efficient or effective.
- Represent HALO as a MEAL technical expert in external forums, donor discussions and sector working groups, contributing to organisational credibility and sector learning.
- Analyse and present data on the outcomes and impact of HALO’s work.
