About the role

Balfour Beatty are looking for a Chief Temporary Works Engineer to join their Power T&D team in Derby. The Temporary Works Chief Engineer & Designated Individual is the senior technical authority responsible for the governance, assurance, and oversight of all Temporary Works activities across Balfour Beatty Power Transmission & Distribution projects. The role ensures that the organisation’s temporary works procedures comply with BS 5975-1:2024 and industry best practice, and that all engineering, risk management, design, approval, and site control processes are robust, auditable, and effectively implemented.

The role purpose is to provide technical leadership, oversight and support to Temporary Works Coordinators, Temporary Works Supervisors, and Temporary Works Designers, and acts as the ultimate escalation point for complex or high-risk temporary works matters. They must also promote a proactive team culture and collaboration between different disciplines, communicating lessons learned and best practice. The role is responsible for ensuring the design team delivers robust, optimal designs and comprehensive documentation for each project, while maintaining high standards of design quality through the review and approval of designs and drawings.

The position also provides independent, expert scrutiny of design solutions, offering objective oversight and assurance to the design process.

What you ll be doing

Accountabilities

  • Undertake the role Designated Individual (duties as defined by BS 5975-1:2024) for the Balfour Beatty PT&D business
  • Accountable for establishing, maintaining, and monitoring the organisation’s Temporary Works Procedure, and project specific TW procedures (if required)
  • Ensure projects are compliant with the approved TW procedure
  • Ensure competencies of all Temporary Works duty holders (internal and external) and develop the team’s technical skills to close skill gaps
  • Ensure that there is a technical succession plan for the discipline
  • Contribute towards the strategic direction for the discipline
  • Drive a culture of innovation and value engineering within the discipline

Responsibilities

  • 1. Organisational Governance & Compliance (BS 5975-1:2024)
    • Ensure Balfour Beatty’s Management of Temporary Works procedure complies with BS 5975-1:2024
      , including updates in response to changes in standards, legislation, or lessons learned, and is consistently implemented across all BB PT&D projects.
    • Maintain oversight of design control processes, and approval mechanisms across BB PT&D projects.
  • 2. Leadership & Technical Authority
    • Provide senior engineering leadership on all temporary works matters, especially for high-risk structures.
    • Provide expert technical support and contribute to methodology workshops, buildability sessions and workshops to identify innovative, cost-effective strategies and solutions.
  • 3. Design Management & Assurance
    • Ensure that all temporary works designs undergo appropriate design checks, including independent CAT 3 checks where required.
    • Ensure design risks are considered, and Design Risk Assessments are prepared
    • Oversee integration of TW designs with permanent works designs, ensuring proper coordination with Designer and Principal Designer obligations.
  • 4. Site Implementation & Control
    • Ensure TWCs and TWSs are supported, competent, and following procedures in line with BS 5975-1:2024 and Balfour Beatty’s Management of TW Procedure.
    • Maintain oversight of site controls including:
    • Permits to Proceed/Load/Unload
    • Inspection/monitoring regimes
    • Stressing/post-tensioning controls (where relevant)
  • 5. Competence Management
    • Define competence criteria for TW roles in accordance with BS 5975-1:2024
    • Attend interviews for all TW duty holders to ensure technical competence and behavioural qualities of candidates are suitable
    • Approving the appointment of all Temporary Works Coordinators (TWC), Temporary Works Supervisors (TWS), Designers, and Design Checkers.
  • 6. Training & Cultural Leadership
    • Implement training and CPD pathways for engineering and site staff.
    • Promote a culture of safe and compliant temporary works practice throughout PT&D.
