This is a senior clinical leadership role with responsibility for the medical leadership of PHL Group’s Out of Hours (OOH) and Integrated Urgent Care (IUC) services across two ICB areas: the Black Country ICB and Staffordshire ICB. The postholder will provide expert clinical leadership to ensure the delivery of safe, effective, and high-quality services in line with NHS standards, commissioner requirements, and PHL Group’s strategic objectives.

The Medical Lead will be the primary clinical point of contact for both ICB commissioners and other key stakeholders, maintaining strong, professional relationships and representing PHL Group with confidence and credibility. The role combines strategic leadership with hands‑on clinical practice, and the postholder will be expected to work clinically for a minimum of 4 hours per week across the service, which will include evening and weekend sessions.

The postholder will report to the Director of IUC/OOH and will hold a dotted line of accountability to the Medical Director. They will have direct line management responsibility for all prescribing clinical staff across both service areas.

Key Responsibilities
  • Provide visible, effective, and compassionate clinical leadership across the Black Country and Staffordshire OOH and IUC services.
  • Drive and champion high clinical standards across all service lines, including Telephone Advice, Home Visiting services and Primary Care Centre services.
  • Act as the clinical authority and point of escalation for complex or high-risk clinical matters across both contracts.
  • Maintain personal clinical practice by working a minimum of 4 hours per week in frontline service delivery, including evenings and weekends as required.
  • Work closely and proactively with the PHL Group Governance team to ensure robust clinical governance frameworks are in place and effectively implemented across both service areas.
  • Take clinical ownership of governance processes including incident review and learning, serious incident (SI) investigation, complaint management, safeguarding, and risk.
  • Hold professional line management responsibility for all prescribing clinical staff (GPs, ANPs, and other prescribers), supported by our Clinical Leads and Clinical Team Managers across the Black Country and Staffordshire services.
  • Conduct regular one-to-one meetings, appraisals, and performance reviews for all direct reports.
  • Serve as the primary clinical representative for PHL Group in engagement with the Black Country ICB and Staffordshire ICB, building and maintaining effective, trust-based relationships.
  • Attend and actively contribute to commissioner-led meetings, quality review meetings, and clinical governance forums on behalf of PHL Group.
Qualifications
  • Full GMC registration with a licence to practise
  • MRCGP (or equivalent postgraduate qualification in General Practice)
  • Significant post-CCT experience as a GP, including experience in urgent or out-of-hours care settings
  • Demonstrable experience in a senior clinical leadership or medical management role
  • Strong understanding of NHS governance frameworks, CQC standards, and regulatory requirements
  • Ability to analyse complex clinical and performance data and translate into action
  • Willing and able to work clinically including evenings and weekends
  • Demonstrable commitment to patient safety and clinical excellence
