Parish Clerk/Responsible Financial Officer – Payhembury Parish Council

We are looking for someone who is keen to make a real difference to community life. In this job, you will be able to use your strong financial and administrative skills to guide and shape our council, by managing projects, working with councillors and the community, and ensuring rigorous governance and financial stewardship. Previous experience in a local government role is an advantage, but not essential.
Strong IT skills are essential, as is a positive and friendly outlook.
Applications are invited from suitably qualified and/or experienced persons, although training will be offered and enthusiasm to learn will be seen as an alternative to formal qualifications. The successful applicant would be expected to have, or be prepared to obtain, CiLCA (the Certificate in Local Council Administration).
Payhembury is a friendly village in East Devon. The Council has 7 seats, 674 electors and a 2026-27 precept of c. £15,600.
Hours and place of workThe role is part-time, 35 hours a month, based successful candidate will need space for office equipment (see Person Specification for items supplied).
The post requires attendance at evening meetings in Payhembury on the second Wednesday of each alternate months, starting in January, and other occasional meetings as may be required.
SalarySalary scale based on the Local Government NJC pay scale: SCP 14-18: £29,540– £31,537 pro rata (£15.31–£16.35 per hour), depending on experience. Pension arrangements, where appropriate, will be discussed with the successful candidate.
