Position: Administrative Consultant – ESSA (TSI)

We are looking to find a highly qualified leader to serve as aTSI/E-TSI School Improvement Administrative consultant who provides strategic leadership, technical assistance, and professional development to support Targeted and Extended Targeted Support and Improvement (TSI/E-TSI) schools across Iowa. This role ensures coherent statewide improvement efforts, prioritizes equitable outcomes for all students—with a focus on English Learners and students with disabilities—aligns initiatives with ESSA and IDEA-DA, and supports the consistent implementation of High-Quality Instructional Materials (HQIM).

Your Responsibilities:

Goal 1:
Lead Coherent and Aligned TSI/E-TSI Supports

  • Provide statewide leadership for TSI/E-TSI efforts, ensuring coherent implementation across AEAs and with ESSA Administrative Consultants supporting CSI schools.
  • Partner with district and school leadership teams to strengthen improvement planning, implementation, progress monitoring, and overall system capacity, with a focus on supporting students in special education and English Learner student groups.
  • Conduct regular check-ins with districts and AEAs to troubleshoot challenges, provide technical assistance, and ensure timely progress on required improvement actions.
  • Review, analyze, and synthesize AEA reports and school-level data to identify statewide patterns, trends, and areas needing targeted support, including gaps for special education and EL students.
  • Collaborate with internal teams to align TSI/E-TSI work with broader state initiatives, accountability systems, school improvement supports, and ESSA–IDEA-DA requirements.
  • Maintain accurate records and data tracking systems to support reporting, compliance, and evaluation of statewide supports.
  • Elevate promising practices and systemic challenges to leadership to inform policy, guidance updates, and resource development.

Goal 2:
Use Data to Drive Continuous Improvement

  • Lead and oversee ongoing data collection, validation, and analysis at school, district, and AEA levels to inform improvement planning, track progress, and adjust support strategies.
  • Support districts and AEAs in interpreting achievement, growth, demographic, and programmatic data to prioritize needs and select evidence-based strategies.
  • Develop and maintain data protocols, templates, and guidance documents that promote consistent, high-quality continuous improvement practices statewide.
  • Identify statewide trends, gaps, and bright spots, including outcomes for key student groups, and communicate findings to internal leadership to inform policy, guidance, and resource development.
  • Collaborate with internal teams to ensure alignment between accountability data, school improvement supports, and ESSA–IDEA-DA requirements.

Goal 3:
Collaborate and Ensure Quality Across Systems

  • Provide direction, coaching, and quality-assurance oversight to district leadership and AEA Consultants supporting TSI/E-TSI schools, ensuring consistency, fidelity, and alignment with ESSA and IDEA-DA requirements.
  • Support coordination across Department teams—including Special Education, School Improvement, Academics & Learner Supports, and ESEA Programs—to ensure coherent, non-duplicative improvement efforts statewide.
  • Serve as a key leader on the UVA–Partnership for Leaders in Education (UVA-PLE) statewide team, leveraging lessons learned to replicate effective leadership and school improvement strategies across Iowa.
  • Facilitate cross-team problem-solving to address implementation challenges, ensure consistent messaging, and streamline supports for districts and AEAs.
  • Review and provide feedback on school and AEA improvement plans to ensure quality, alignment with HQIM, and evidence-based continuous improvement practices.
