About the PositionUnder the direction of the Assistant Director of Finance, performs a variety of general accounting functions for the utility, including preparing financial statements, conducting financial analysis, assisting with budget preparation and financial projections, compiling data for debt issuances, maintaining fixed asset records, and coordinating the annual renewal of the corporate insurance program.
- Prepare financial statements and reports for the Board of Water Works Trustees and internal stakeholders.
- Post and upload journal entries for general ledger closing; perform account reconciliations and analyze financial data to identify trends and variances.
- Assist with annual budget preparation, financial projections, audits, and related reporting requirements.
- Compile financial and statistical information for debt issuances, grants, and reimbursement requests; maintain related records.
- Develop and maintain ERP queries and reports to provide cost and financial information for management decision-making.
- Maintain investment and fixed asset subsidiary records; monitor fixed asset purchases through accounts payable and support capital improvement planning.
- Compile and submit state and federal reports (e.g., sales tax, unclaimed property, fuel tax).
- Conduct cost‑of‑service studies, pricing analyses, and cost evaluations for non‑water services such as billing and collection.
- Perform complex financial, statistical, and cost analyses; prepare ad‑hoc reports and recommend process improvements within the Finance department.
- Serve as backup for daily accounts receivable cash balancing and provide accounting support for CIWW operations.
- Act as liaison with insurance brokers to coordinate placement of corporate insurance and manage claims.
- Perform other related duties as assigned.
- Bachelor’s degree in Accounting, Finance, or Business Administration.
- At least five (5) years of experience in general accounting, cost accounting, or financial analysis.
- Must possess a valid driver’s license and maintain a satisfactory driving record.
- Must remain insurable under the company’s vehicle insurance policy.
- Experience in a water utility or public sector environment.
- Proficiency with Oracle Net Suite for Government.
- Familiarity with Advanced Utility Services (AUS) CIS Infinity.
- Knowledge of:
- Activity‑based costing and project accounting principles.
- Cost‑of‑service and rate‑setting methodologies in the public sector.
- Public financing practices and regulations.
- Fixed asset accounting rules and maintaining detailed subsidiary ledgers.
- Budgetary principles and processes.
- Insurance fundamentals, including claims management.
- Skills and abilities:
- Analyze complex financial and statistical data.
- Prepare accurate work papers and supporting documentation for audits.
- Build and maintain effective relationships with internal and external stakeholders.
- Communicate clearly and professionally, both verbally and in writing.
- Solve problems and recommend process improvements.
- Read, write, and comprehend English effectively.
