Job Description
The Iowa Judicial Branch – Juvenile Court Services, in State Court Administration, seeks applicants for a Contract Administrator to support service contracts for all of Juvenile Court Services in District 8. This position will be located in either the Jefferson County Juvenile Court Services Office in Fairfield, Iowa or the District Court Administration Office within Wapello County, located in Ottumwa, Iowa.
Responsibilities- Oversee and administer both formal and informal RFP processes; draft new contracts, renewals, and amendments.
- Document, track, and manage assigned contracts to ensure compliance with deadlines and performance measures.
- Establish and track the annual district budget in alignment with priorities and constraints set by the assigned Chief Juvenile Court Officer (CJCO).
- Verify vendor invoices for accuracy and proper documentation, and prepare claims for payment.
- Maintain accurate records of all payments and contracts, compile and submit statistical reports within established deadlines.
- Conduct annual contract compliance reviews, monitor vendors, and resolve identified deficiencies.
- Ensure contract compliance with legislation, policies, and procedures; identify potential risks and recommend mitigation strategies.
- Draft and administer contracts with contracting parties to ensure compliance with terms.
- Liaise with the Iowa Judicial Branch project stakeholders to ensure projects are executed safely and properly.
- Prepare reports and data regarding contract compliance, progress, and administration.
- Maintain accurate and organized records of all contracts.
- Track contract milestones, deliverables, renewals, and deadlines; monitor contract performance and resolve issues.
- Ability to read, analyze, and interpret legal documents, financial reports, and technical documents.
- Knowledge of legal requirements and execution of contracts.
- Knowledge of purchasing and supply chain procedures.
- Knowledge of a government accounting environment.
- Ability to meet deadlines and manage time effectively.
- Verbal and written communication skills.
- Experience with formal and informal Requests for Procurement processes.
- Experience establishing, maintaining, and documenting an annual budget.
- Experience with generally accepted governmental accounting principles.
- Experience conducting audits or compliance reviews.
- Experience compiling statistical data and reports.
- Knowledge of state laws and administrative rules.
- Bachelor’s degree from an accredited college or university in business administration, contract management, or a closely related field.
- Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.

The pay range for this position is $58,219.20 – $92,040.00 annually. This is a FLSA‑exempt position. The starting salary for new state employees is expected to be at the base of the pay range; adjustments may be made if the successful candidate brings relevant experience.
Other Employment InformationThe position may qualify for hybrid work after successful completion of a 6‑month probationary period. Occasional travel may be required.
