SUMMARY

The Stars Transformation Lead supports all aspects of the Medicare Stars program, advising on technical specifications, timelines, rules, and measures. They collaborate with owners in five Stars domains (HEDIS, Pharmacy, HOS, CAHPS, Operations) to set and track Key Performance Indicators (KPIs) in a performance dashboard, update and monitor results, review portfolios for improvements, support meeting logistics, and manage projects as needed.

RESPONSIBILITIES/TASKS
  • Serves as a subject matter expert on the Medicare Stars program, advising on technical specifications, timelines, rules, and measures.
  • Collaborates with initiative owners to define KPIs for new initiatives and ensures their inclusion in the dashboard.
  • Oversees the KPI dashboard to confirm updates are made by initiative owners according to the agreed schedule.
  • Monitors the performance of measures and KPIs.
  • Assists with domain‑specific portfolio reviews to identify additional opportunities for performance improvement.
  • Supports the development of meeting agendas and records minutes for Star meetings.
  • Updates and tracks issues and risks.
  • Develops detailed project plans and schedules, identifying goals, objectives, risks and resource allocation.
  • Monitors project status for significant deviations in quality, cost or schedule.
  • Interfaces with various departments, senior management and external individuals providing value and support for continuous improvement.
  • Supports development of project business cases as needed.
  • Coaches and mentors team members, providing feedback on team performance.
  • Ensures that expectations are developed, controlled, and executed in a timely manner.
  • Represents leadership staff at meetings in their absence.
  • May provide supervision to others.
  • Other duties as assigned.
EDUCATION and/or EXPERIENCE

Relevant combination of education and experience may be considered in lieu of degree.

  • Five years experience in a related field with demonstrated technical knowledge.
  • Bachelor’s degree in Business or a related field.
  • Knowledge of program management preferred.

Department Summary / Preferences:

Master's degree in Health Administration, Business Administration or Public Health is preferred.

Knowledge of Medicare Star Ratings or HEDIS quality measurements is helpful, but not required.

  • Excellent analytical, organizational, planning, and verbal and written communication skills.
  • Ability to analyze, consolidate, and report information to internal and external stakeholders.
  • Demonstrated proficiency in current industry standard computer applications and systems.
  • Significant creativity.
  • Ability to work independently, within a team environment, and with multiple priorities.
  • Proficient in current industry standard PC applications and systems (e.g., Access, Excel and Word).
  • Ability to work closely with the technical support team in understanding and resolving systems issues.
  • Ability to develop, implement, and monitor policies and procedures.

PAY RANGE

Actual compensation decision relies on the consideration of internal equity, candidate's skills and professional experience, geographic location, market, and other potential factors. It is not standard practice for an offer to be at or near the top of the range, and therefore a reasonable estimate for this role is between $63,300 and $106,100.
