JOB SUMMARY

Under the direction of the Human Resource Director, the Human Resource Business Partner supports the development and execution of organizational policies, employee programs, and workforce initiatives that align with DTC’s strategic goals. This role serves as an advisor to management by providing human resources guidance. The Human Resource Business Partner leads compensation and benefits administration and supports employment and employee relations processes, including recruitment, onboarding, performance management, discipline, and FMLA administration, while ensuring compliance with federal, state, and organizational policies while maintaining the highest level of professionalism, discretion, and confidentiality.

DUTIES

AND RESPONSIBILITIES
  • Assists in the development and deployment of various policies and procedures
  • Acts as a change agent for human resources requiring strategic operational and organizational assessments
  • Provides guidance and interpetation to management on policies and union contract language
  • Assists in the review and deployment of benefits and retirement plans, and works with the benefit vendors to ensure competitiveness and cost control
  • Responsible and administers the FMLA process, light duty, and ADA accomodations
  • Assists management with employee investigations and provides guidance on the disciplinary process as assigned
  • Leads the employment efforts for Transit Police, clerical, and professional positions
  • Completes Interview Activity Records (IARs)
  • Consults with management to provide human resources guidance as needed on various topics
  • Develops offer letters for external candidates and internal promotions as necessary
  • Provides input and assists with business unit restructuring, workforce planning, and succession planning
  • Assists in contract negotiations and union greivance meetings.
  • Assists in the performance review process and goals setting, with on-going measurements for development
  • Assists with job function analysis, job description update, and development of job classification structure
  • Responsible for processing wage increases and assists in the development of wage and compensation program through job analysis and market benchmarking to ensure competitiveness
  • Leads employee development and training initatives
  • Assists with planning and implementing employee engagement activities and initatives
  • Maintains information in the HRIS system
  • Assists in the administration of benefits processing, new hire orientation, exit interviews, personnel file maintenance, government compliance requirements and other HR functions as necessary
  • Actively solicits feedback from colleagues and supervisor on opportunities for growth and development
  • Retrieves files and documents from the designated HR folders and drives on the company network.
  • May utilize approved external programs essential to the HR department's regular operations.
  • Incorporates safety into all aspects of job functions
  • Must work within established methods, practices, procedures, policies of the DTC and federal or state laws
  • Performs other duties as assigned
EDUCATION, EXPERIENCE, AND QUALIFICATIONS
  • Bachelor’s degree in Human Resource Management, Business Administration or related field
  • 10 years of human resources experience
  • Combination of education and experience may substitute for minimum requirements
  • Experience with in the public sector, preferred
  • Experience using Paycor, preferred
