The Detroit Health Department has served Detroiters for more than a century. Today, DHD is building a modern public health department that is visible, responsive, data-informed, and rooted in the daily realities of Detroit residents. Our work goes beyond traditional health services. Through a Health in All Policies approach, DHD recognizes that health is shaped by housing, transportation, environmental conditions, economic opportunity, public safety, education, and the broader systems that shape life in the city.
We seek team members who can work across programs, City departments, and community partners to improve health, reduce inequities, and deliver better outcomes for Detroit residents.
The Detroit Health Department seeks a strategic, high-performing leader to serve as Workforce Development Director, responsible for developing the department’s current and future workforce, strengthening organizational culture, and supporting employee growth and well-being. Reporting to the Director of Administrative Operations, this position works closely with department leads and Human Resources to identify workforce needs and implement strategies for recruitment, retention, professional development, and leadership development.
The Director builds and maintains relationships with universities, academic leaders, research institutions, think tanks, and other partners to expand internships, fellowships, student placements, and opportunities that connect education, research, and public health practice. This position leads the department’s fellowship, internship, and workforce pipeline programs, overseeing program design, recruitment and selection, onboarding, project placement, mentorship, supervisor support, and evaluation. The Director works with department leads to develop meaningful assignments, establish clear expectations and deliverables, and ensure that placements both advance departmental priorities and support participants’ professional growth.
Responsibilities also include coordinating partnership agreements and academic requirements, identifying funding and resource opportunities, tracking program participation and outcomes, and maintaining alumni and partner relationships that support pathways into public health careers.
The Director also assesses staff training needs, develops and implements a department-wide workforce development plan, and coordinates continuing education, coaching, mentoring, and career advancement opportunities. As a resource to department leadership, this position supports organizational design, succession planning, team effectiveness, and the planning and facilitation of leadership meetings. Across these responsibilities, the Director helps build a workplace where employees, fellows, and interns are supported, held accountable, and equipped to serve Detroit residents.
