Location: Flexible, hybrid working – 1 day per week in Devizes, Wiltshire

Contract: FTC – c.24 months

The OPCC for Wiltshire Police are seeking a dynamic Procurement Manager to support in transforming how goods and services are procured, ensuring value, transparency and compliance. Working closely with the Head of Procurement, you will help shape a modern, resilient and customer-focused procurement function aligned with the Procurement Act 2023 and wider UK procurement regulations. You will play a pivotal role in safeguarding tender integrity and ensuring high-quality, defensible outcomes that directly support frontline policing and public trust.

What

you'll be doing

You will lead and support end-to-end tendering activity, designing robust, auditable and fully compliant procurement processes. Acting as guardian of tender integrity, you will ensure all evaluations are fair, consistent and free from bias, while coaching panels on scoring methodology and decision-making.

A key part of your role will be identifying and mitigating commercial and legal risk, maintaining comprehensive audit trails, and strengthening the organisation’s ability to withstand scrutiny. Working collaboratively, you will ensure procurement activity delivers value for money, aligns with organisational strategy and drives continuous improvement. Alongside the analytical work, you'll own statutory reporting obligations under the Procurement Act 2023 and ensure all procurement activity across the organisation is compliant, transparent and governance-ready.

What

we're looking for

The successful candidate will be CIPS Level 5 qualified or hold equivalent experience, with strong knowledge of UK/EU procurement legislation and the Procurement Act 2023. You will bring proven experience in public sector procurement, tender evaluation and compliance, alongside expertise in governance, risk management, and stakeholder engagement. Strong analytical skills, attention to detail, and confidence in using e‑tendering systems are essential.

You will demonstrate integrity, impartiality, and the ability to influence and challenge constructively while working under pressure.
