  • Assess programme and project health, organisational readiness, benefits realisation and delivery performance, providing clear recommendations where action is required.
  • Design and maintain proportionate governance, reporting and assurance arrangements that support effective decision-making.

  • Identify, manage and escalates risks, issues, dependencies and barriers to successful delivery.
  • Prepare high-quality briefings, reports and assurance products for senior leaders, boards and governance forums.
  • Provide constructive challenge, advice and support to programme and project leads to strengthen delivery confidence and accountability.
  • Support the continuous improvement of programme, project and portfolio management disciplines, tools and standards across the organisation.

About you and your experience

  • Significant experience leading programmes, projects or complex work streams within a public sector, regulatory or similarly demanding environment.
  • Strong portfolio, programme and project management skills, including governance, assurance, planning, risk and issue management.
  • Experience of developing or improving reporting, assurance, governance or oversight arrangements that strengthen organisational performance and accountability.
  • Excellent analytical and communication skills, with the ability to translate complex information into clear insight, recommendations and actions.
  • Experience of influencing, advising and constructively challenging senior stakeholders using evidence, judgement and professionalism.
  • A recognised project, programme or portfolio management qualification such as MSP, PRINCE2, MoP or APM, or equivalent experience, would be advantageous.

At the Wiltshire and Swindon OPCC, you'll have the opportunity to work on issues that matter to communities across Wiltshire and Swindon. You'll be part of a collaborative team committed to improving services, strengthening accountability and delivering positive outcomes for the public.
