UNESCO Regional Office for the Gulf States and Yemen

The UNESCO Regional Office for the Gulf States and Yemen, in collaboration with the Ministry of Education in Yemen and key education partners, supports the strengthening of education sector governance, coordination, monitoring, and evidence-based planning in Yemen. UNESCO serves as the Coordinating Agency of the Local Education Group (LEG) and chairs the Development Partners Group (DPG) in Yemen, supporting sector dialogue, coordination, joint reviews, and engagement among key education stakeholders.

Within the framework of the Yemen System Capacity Grant (SCG), UNESCO supports interventions aimed at strengthening sector coordination mechanisms, institutionalizing sector monitoring and reporting systems, and reinforcing evidence-based planning and accountability across the education sector.

Administrative Assistant – Responsibilities
  • Perform a range of administrative tasks to facilitate the implementation of the Project, including financial follow-up, document management, and maintaining proper filing and archiving in line with UNESCO procedures and requirements.
  • Assist in the budget monitoring and financial tracking of the Project, including preparing budget tables, tracking expenditures and extracting data from UNESCO’s internal systems (i.e., iRIS, DUO, etc.), ensuring timely follow‑up and liquidation of commitments and obligations, and supporting in preparing or issuing standard reports.
  • Provide assistance for planning and hiring of human resources, procurement of goods and services that may be deemed necessary for the implementation of the project, including preparation of TORs, solicitation documents (BOQs, RFQs, etc.), drafting contracts, and liaising with relevant administrative units to ensure timely clearance and issuance.
  • Assist in ensuring that the implementation of the Project is fully in line with UNESCO's rules and regulations (Fairness, Effectiveness, transparency, and effective competition) so as to obtain the best value for money, optimize costs, and meet programme quality requirements.
  • Support planning and organization of missions, workshops and meetings for project team and stakeholders, including travel arrangements, logistics, and follow‑up on mission documentation.
  • Keep track of project assets, maintain inventory records, and prepare reports.
  • Draft correspondences, emails, and notes to document and support coordination and information flow across the team and stakeholders.
  • Assist for timely preparation of administrative and financial reporting, including consolidation of inputs for any other reporting.
  • Perform any other responsibilities that may be assigned by the supervisor.

Education & Qualifications

University degree (BA or equivalent) in Finance, Banking, Business Management, or relevant field.

Work Experience

A minimum of four (04) years of relevant professional work experience in administration, finance or similar field.

Language

Excellent knowledge of English and Arabic.

Desirable Qualifications – Work Experience
  • At least 1 year work experience in finance and administration acquired at the regional and/or international level would be an advantage.
  • Work experience in the UN system will be an added advantage.
Benefits and Entitlements

The annual remuneration for the post is QAR 230251. UNESCO Service Contract benefits include 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
