Located on Al Udeid Airbase in Doha, the Qatar Technical Institute provides internationally recognised training programs to all three services that make up the Qatar Armed Forces. The QTI training pipeline consists of Foundation Training, General Engineering and Speciality Type Training, supporting Qatar Vision 2030 by equipping QAF personnel with the skills and knowledge for a career in the Armed Forces.
The role holder will be a pro‑active individual who demonstrates ownership of all activities within their direct area of responsibility. The Procurement Officer is responsible for all Technical Institute procurement activities and deliverables, primarily working from the Technical Institute site. The officer must ensure Institute requirements are met and relevant stakeholders are informed and updated on all procurement activities. He/she will support the Qatar Branch Office (QBO) Procurement Group Lead by developing sourcing solutions and strategies that provide a value‑added procurement service.
CoreDuties
- Develop and implement a tailored Technical Institute Procurement Plan, ensuring adherence to BAE Systems Procurement Function governance (now governed by the Qatar Branch Office Procurement Management Plan).
- Maintain proactive communication with all stakeholders to identify and manage Institute requirements on an ongoing basis.
- Develop knowledge of local markets and suppliers to better inform the ability to meet requirements.
- Conduct tenders to secure suitable suppliers while implementing cost‑saving strategies to achieve project cost targets for high‑value items.
- Collaborate effectively with requirement owners to ensure appropriate suppliers are engaged and end‑user requirements fully understood and communicated.
- Regularly inform stakeholders on lead times to manage end‑user expectations.
- Engage the Institute Project Management Team to manage the on‑shore order book, commitment and spend profiles.
- Establish robust, trusted relationships with suppliers for current and future programme requirements across Qatar.
- Provide the Qatar Branch Office Procurement Group Lead with regular updates on supplier activities and lessons learned for application across the programme.
- Prepare and agree procurement artefacts necessary for successful contract execution with any Qatari suppliers (e.g., Decision‑Making Forums, Purchase Orders, Payment Plans, Certificates of Achievement, Invoice transactions).
- Work closely with stakeholders within the Qatar Branch Office to ensure all supplier invoices are processed and paid in a timely manner.
- Manage all supplier visits to the Qatar Technical Institute, respecting rules and regulations of an active military airbase.
- Establish close working relationships with legal and export‑control functions to ensure all on‑shore procurement activities are legal and compliant.
- Be present with suppliers and vendors at their locations to help mature requirement understanding (e.g., producing and collecting samples for further discussions and providing feedback).
Essential:
- Qualified, or working towards MCIPs Level 6.
- Minimum of two years’ experience in a procurement officer role or similar.
- Experience working in the Middle East.
- Knowledge of applicable laws and regulations in the UK and Qatar.
- Excellent communication skills and the ability to promote change and communicate effectively with a diverse range of stakeholders.
- Strong organisational and motivational skills.
- Able to engage suppliers and vendors from varying cultures with tact and diplomacy.
- Proven capability in resolving complex issues whilst managing end‑user expectations.
- Ability to react quickly and positively to change.
- Competent in Microsoft Office Suite and database management.
- Can coordinate multiple priorities in a dynamic operating environment, working with a high degree of autonomy.
- Fluent in English (minimum IELTS 7.0 / CEFR C1 for non‑native English speakers).
- Valid Qatar driving licence.
Desirable:
- Experience working with a military customer or in a military environment.
- Ability to speak languages common in Qatar, e.g., Hindi, Tagalog, Nepali or Arabic.
