Comprehensive Mapping & Private Sector Analysis; CM&PSA) Consultant
Organizational context:
The International Organization for Migration (IOM), a UN-related agency established in 1951, facilitates humane and orderly migration. In Qatar, the private sector is vital for economic diversification and innovation. IOM recognizes the strategic importance of private sector engagement for sustainable development and ethical practices. This consultancy aims to address the lack of a comprehensive, structured reference on Qatar's private sector landscape, which currently hinders evidence-based decision-making.
Job purpose:
This consultancy aims to fill a critical gap by developing a comprehensive mapping and analysis of Qatar's private sector. The output will serve as a public-facing national reference document and an internal strategic resource for IOM. By providing a holistic understanding of the private sector landscape, including key companies, business associations, corporate practices, and the regulatory framework, this role will enable IOM and other stakeholders to make informed decisions and develop effective engagement strategies.
The analysis will focus on identifying opportunities for collaboration, sponsorship, technical cooperation, and resource mobilization, aligning with IOM's strategic priorities and contributing to sustainable development outcomes, ethical labour practices, and responsible business conduct within Qatar.
Responsibilities:
The consultant will conduct a comprehensive mapping and analysis of Qatar's private sector. Key responsibilities include identifying and profiling major companies across various types (large firms, SMEs, multinationals, etc.) and analyzing their sectoral distribution. The role involves mapping business associations, assessing their mandates and influence, and documenting corporate practices related to CSR, ESG, and governance. A thorough analysis of the regulatory framework governing private sector operations, including company registration, investment, labour, and ESG/CSR policies, is also required.
Furthermore, the consultant will identify key engagement platforms, map stakeholders based on IOM's engagement pillars (Impact, Income, Innovation), and assess their interests and capacities. The ultimate goal is to develop practical engagement pathways and recommendations for strategic outreach to high-potential partners, contributing to IOM's partnership development strategy.
Education:
An advanced Master's University degree in a related field is required for this consultancy.
Work experience:
A minimum of 7 years of relevant experience is required, with a strong preference for proven experience in private sector analysis, market research, or economic mapping. Familiarity with CSR, ESG, and sustainable business practices is essential. Experience with in Qatar or the GCC region is highly desirable, as is prior experience working with international organizations.
Skills:
Strong analytical and research skills. Experience in database development and data management. Excellent report writing and communication skills. Fluency in English (oral and written) is required; fluency in Arabic is considered an asset.
