Construction Supervisor; Instrument & Control

Overview

We are looking to hire a Construction Supervisor (Instrument and Control) for a national oil and gas operator in Doha. Must have a minimum of 15 years overall E&I experience in construction, installation, pre-commissioning & commissioning within oil and gas industries. Fluency in English is required.

• Supervise the EPIC Contractors during the execution of construction activities at the construction site.
• Participate in reviewing detailed design drawings, method statements, material requisitions, etc.
• Coordinate mobilization and de-mobilization of contractors on site.
• Supervise and approve construction activities and coordinate various aspects of project construction including inspections, material submissions and working drawings from contractors and processing documentation as required.
• Carry out daily checks on contractors staff and work carried out during the previous day to ensure compliance with prescribed contractual specifications.
• Handle all aspects of Electrical/Instrument Construction activities including site investigations and site surveys.
• Supervise and manage installation, earthing and lightning protection works.
• Supervise installation of lighting and small power works.
• Manage and supervise cable tray installation and Fire Alarm System cable laying and termination works.
• Coordinate finalizing cable entries, cable routes, cable diversions, etc.
• Manage and supervise cable tray installation and Instrument Control & Power Cable laying and termination works.
• Supervise Fiber Optic cable installation and splicing works.
• Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels.
• Supervise installation of control junction boxes and panels.
• Read and understand equipment layout drawings; coordinate with Mechanical, HVAC, Fire Alarm & Loss Prevention, Building Services works, etc.
• Coordinate pre-commissioning activities and assist during commissioning of facilities.
• Initiate Mechanical Completion Certificates (MCC), Hand Over Certificates (HOC), Acceptance Certificates (AC), and facilitate Project Completion & Discharge Certificates.
• Witness SAT and pre-commissioning activities for equipment.
• Maintain daily progress records and report to supervisor with anomalies or deviations, recommending corrective actions.
• Sign work permits on behalf of QP and ensure contractor compliance with work permits.
• Participate in development of as-built drawings/documentation and prepare punch lists for finished work prior to handover by the contractor, with emphasis on EHV equipment quality checks.
• Work closely with other QP Construction Supervisors (Mech / Arch) and report to QP Senior Construction Supervisor on site progress, trends and recommendations for improvement.
• Accountable for supervising contractor work in progress, inspecting work, reporting problems and enforcing QP safety standards on site.
• Liaise with QC Inspector on quality-related matters and with the HSE Supervisor on safety-related matters.
• Inspect construction works and materials in accordance with project quality plans and ITPs.
• Coordinate with concerned and End User parties to resolve site issues and refer technical queries to the senior construction supervisor and project engineer.
• Review contractors' construction plans and schedules, including method statements and JSAs.

• Candidate must possess a Degree or Diploma in Electrical/Electronic Engineering from an internationally recognized university with extensive construction-related experience.
• Good skills in construction management, effective communication, conflict resolution, and relevant courses in HSE, QA/QC and construction.
• Minimum 15 years overall E&I experience in construction, installation, pre-commissioning & commissioning within oil and gas industries.
• Ability to interpret methods statements, construction schedules and drawings.
• Experience in pre-commissioning and commissioning of oil and gas facilities, with supervisory level exposure to multinational contractors.
• Strong verbal and written communication skills to interface with internal and external departments, agencies, contractors and vendors.
• Experience with industry best practices, systems, processes and standards.
• Ability to resolve problems at site technically and contractually.
