Senior HSE Advisor - Offshore

The Senior SHE Officer / Discipline Inspector is responsible for ensuring effective implementation and monitoring of Safety, Health and Environment (SHE) requirements during construction and installation phases.

• SHE Inspections
• Provide oversight and guidance for SHE regulatory compliance and SHE performance during installation and construction phases.
• Promote on-site safety awareness and safe work performance with Contractors, supporting the Project Management Teams.
• Facilitate Safety Observations / Incident and Injury Free (IIF) programs and cascade periodic safety campaigns across project sites.
• Actively perform management site SHE & Safety inspections, including daily site walkabouts, to ensure visible leadership participation and to strengthen the Project SHE culture.
• SHE Training
• Support and/or conduct SHE & Safety Toolbox Talks with Contractor teams and Project Team members.
• Develop and implement safety campaigns at site level; facilitate HSE training and orientation programs to ensure compliance with project HSE requirements, deliverables, and expectations.
• Coordinate SHE-related training in line with the Competency Matrix and ensure accurate and up-to-date training records are maintained.
• Provide SHE leadership and support to Contractors and Sub-contractors’ SHE networks, with emphasis on building a strong and positive safety culture.
• Analyze unsafe acts and unsafe conditions data and propose improvement actions based on identified trends.
• SHE Monitoring
• Audit and monitor site construction activities at regular intervals to identify unsafe acts and conditions and verify compliance with approved Project Safety procedures.
• Monitor Contractor and Sub-contractor SHE staffing levels, competency, and effectiveness; report deficiencies to the SHE Lead.
• Examine safety trends and review behavioral safety programs, safety observations, and overall project safety culture to proactively address SHE risks.
• Monitor implementation and effectiveness of Project and Contractor behavior-based safety programs.
• Assist in incident and accident investigations, ensuring root causes, corrective actions, and preventive measures are identified, recorded, and communicated for organizational learning.
• SHE Reporting
• Analyze safety performance and track, monitor, and report HSE leading and lagging performance indicators.
• Conduct daily Permit to Work (PTW) reviews and verify completeness of all supporting documentation.
• Immediately communicate any activity not posing immediate danger but not compliant with Project Procedures, SHE Regulations, or International Standards to the SHE Lead or relevant Manager for corrective action.

• Championing on-site safety awareness and safe work practices among Contractors and Project Teams; supporting SHE & Safety Toolbox Talks.
• Monitoring Contractor activities for compliance with approved Project SHE procedures; liaising with Company representatives, Contractors, Sub-contractors, and vendors as required, and maintaining strong working relationships with SHE personnel.
• Liaising daily with Contractor SHE Officers to ensure effective implementation of Project SHE requirements; monitoring and reporting Contractor SHE performance, including compliance with Financial KPI requirements, to the SHE Lead/Head.
• Coordinating SHE-related training delivery as per the Competency Matrix, ensuring accurate training records; monitoring Contractor and Sub-contractor SHE staffing levels and reporting deficiencies.
• Enhancing risk awareness at Project package locations; supporting and monitoring behavior-based safety programs with a target of at least 90% site presence; providing mentoring and support to less experienced SHE Officers.
• Reviewing and supporting On-the-Job Training (OJT) sessions at Contractor sites; implementing IIF Cards (or equivalent) and supporting Contractor deployment at worksites.
