Senior Projects Engineer

Overview

The Senior Projects Engineer is responsible for planning, managing, and delivering all capital projects, including unit renovations, building developments, and capital improvement works. The role oversees the full project lifecycle, from design and tendering through construction and handover, ensuring projects are delivered on time, within budget, and to the required quality standards under the direct supervision and guidance of the Capital Projects Manager.

The position plays a critical role in preserving asset value, supporting operational efficiency, and enabling growth.

Responsibilities
  • Manage planning and execution of unit-level renovations to ensure fast turnaround of vacated units.
  • Develop and manage the overall capital projects program aligned with the client's priorities.
  • Define project scopes, objectives, and deliverables in coordination with internal stakeholders.
  • Establish detailed project schedules, timelines, milestones, initial estimates, and business case for all capital works.
  • Ensure project plans support operational requirements and minimize disruption to tenants.
  • Manage the design development process, including coordination with consultants and technical teams.
  • Oversee and manage preparation of tender documents, BOQs, and technical specifications.
  • Manage the tendering process, including evaluation of bids and contractor selection.
  • Supervise the Contract Specialist in preparing and negotiating construction and renovation agreements.
  • Ensure procurement activities comply with client procurement policies and governance frameworks.
  • Oversee execution of construction, renovation, and capital improvement projects.
  • Monitor contractor performance to ensure adherence to project scope, quality, and timelines.
  • Conduct regular site inspections and progress reviews.
  • Ensure proper coordination between contractors, consultants, and internal stakeholders.
  • Address project risks, delays, or technical issues proactively.
  • Manage and control the Capital Expenditure (CAPEX) budget across all projects.
  • Monitor project costs and ensure alignment with approved budgets.
  • Review and recommend cost variations, change orders, and budget adjustments.
  • Implement cost control measures to prevent overruns and optimize project value.
  • Provide regular financial updates, project cost data, and CAPEX reports.
  • Ensure all project deliverables meet high-quality standards and technical specifications.
  • Minimize future maintenance issues through proper design and construction quality control.
  • Coordinate with the FM Manager to ensure projects align with long-term maintenance strategies.
  • Ensure proper handover of completed assets, including documentation and as-built records.
  • Support lifecycle planning by recommending improvements and upgrades to existing assets.
  • Coordinate with government authorities and liaison officers to obtain required permits and approvals.
  • Ensure compliance with local building codes, regulations, and safety requirements.
  • Coordinate with internal departments such as FM, Property Management, Finance, and Legal as required for project execution.
  • Manage communication with external stakeholders including consultants, contractors, and authorities.
  • Ensure all regulatory and statutory requirements are fulfilled throughout the project lifecycle.
Technical / Functional Skills
  • Project management, design management, construction management and site supervision.
  • Knowledge of real estate development including building materials, MEP and ELV systems, architectural and interior fit out and finishes.
  • Contract management and procurement processes.
  • Cost control and budget management.
  • Risk management and project scheduling.

Education & Professional Certificates

Bachelor's degree in engineering, Construction Management, Architecture, or Project Management.

Preferred Certifications include:

  • Project Management Professional (PMP).
  • Membership of relevant international professional bodies.
Computer Literacy
  • Computer literate.
  • Proficiency in MS Office.
  • Project management software (e.g., Primavera, MS Project), and reporting tools.
Languages
  • English (fluent).
  • Arabic (preferred).
Experience
  • 10–12 years of experience in design engineering, construction and project management in real estate development projects.
  • Minimum 5 years in a managerial role overseeing capital projects.
  • Experience in residential, mixed‑use, or large‑scale real estate developments is required.
