Senior Cost and Estimation Engineer

- Interpret the Owner's Project Requirements (OPR) to prepare accurate cost estimates and ROM budgets
- Establish cost baselines in coordination with the Project Manager and Planning team
- Provide input into value engineering and risk analysis to support cost optimization
- Provide updated cost data, benchmarks, and market rates to support tender preparation
- Evaluate financial and commercial submissions of bids for completeness, accuracy, and compliance
- Review and validate BOQs and cost breakdowns submitted by consultants and contractors
- Monitor project cost performance against approved budgets and commitments
- Review and certify interim payment applications based on verified progress and contract terms
- Assess variation claims and prepare detailed cost impact analyses
- Forecast final project costs and identify potential overruns based on actual trends
- Verify quantities, measurements, and progress data against approved drawings and site records
- Review and endorse consultant and contractor cost reports and cash flow updates
- Maintain cost databases, historical benchmarks, and unit rate libraries
- Participate in claims assessment and negotiation with consultants and contractors
- Maintain and update the variation register to track all approved and pending changes
- Review and finalize the Statement of Final Account for completed projects
- Ensure all cost records and close-out documents are archived
- Provide cost data for CPD dashboards and executive reports
- Ensure consistent cost management standards, templates, and reporting formats across all projects
- Coordinate closely with Project Managers, PMCM, End-users to align cost, and risk data
- Ensure compliance with CPD procedures, QF financial policies, FIDIC, and audits
- Support development of cost KPis and performance indicators
- Maintain an awareness of QF policies and procedures, incorporate enhancements, and ensure compliance
- Other reasonable tasks as assigned by the Manager
Minimum Knowledge,
Skills & Experience:
- Bachelor's degree in quantity surveying, Civil Engineering, or Cost Management.
- Full-time work experience for 6-8 years in project cost management, preferred to have 5+ years in a client or PMC role.
- Robust experience in managing complex, large-scale infrastructure and superstructure projects.
- Strong analytical, and cost estimating skills to meet the required project target
- Ability to oversee multiple projects at once, to resolve conflicts via negotiations, and to effectively communicate with senior management
- Must have a solid grasp of basic, as well as many advanced, cost management principles; experience successfully applying and advancing those principles is required
- Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely Arabic proficiency is an advantaqe
- Knowledge FIDIC contracts, schedule risk, tender planning, and progress certification.
- Proficiency in Primavera cost estimation software, advanced Excel, and cost database tools.
- Certifications (Preferred) MRICS, FRICS, or equivalent professional accreditation.
