Position: Senior Estimation and Tendering Manager (Civil )

The Senior Estimation & Tendering Manager (Civil) is responsible for leading and managing all estimation, cost planning, and tendering activities for major building construction projects. The role involves preparing accurate cost estimates, evaluating commercial risks, coordinating multidisciplinary bid teams, and ensuring successful submission of competitive tenders. The position plays a key role in securing new projects while supporting the organization's strategic growth objectives.

Key Responsibilities
  • Lead the preparation and review of detailed cost estimates for civil and building construction projects.
  • Analyze drawings, specifications, BOQs, and tender documents to determine project costs.
  • Perform quantity take-offs and validate project quantities.
  • Develop cost plans, budgets, and pricing strategies for tender submissions.
  • Obtain and evaluate quotations from suppliers and subcontractors.
  • Manage the complete tendering process from receipt of inquiry to final submission.
  • Coordinate with engineering, planning, procurement, commercial, and operations teams to prepare comprehensive bids.
  • Ensure all technical and commercial proposals are submitted accurately and within deadlines.
  • Conduct tender reviews and identify potential commercial and technical risks.
  • Prepare tender clarifications and participate in client negotiations when required.
  • Analyze project costs, profitability, and commercial viability.
  • Lead value engineering initiatives to optimize project costs and improve competitiveness.
  • Review contract conditions and identify contractual risks and obligations.
  • Provide recommendations on tender pricing and bid strategies.
  • Lead and mentor estimation engineers and tendering staff.
  • Assign responsibilities and monitor team performance.
  • Promote best practices and continuous improvement in estimation methodologies and processes.
  • Facilitate collaboration among internal stakeholders throughout the bid process.
Market & Business Development Support
  • Monitor construction market trends, costs, and competitive activities.
  • Support business development initiatives by providing technical and commercial input for potential opportunities.
  • Maintain relationships with consultants, clients, suppliers, and subcontractors.
Qualifications
  • Bachelor's Degree in Civil Engineering.
  • Professional certifications related to cost management or project management are preferred.
  • Minimum 12 to 15+ years of experience in estimation and tendering within the construction industry.

Technical Skills
  • Expertise in quantity take-off and BOQ preparation.
  • Strong knowledge of structural, architectural, and finishing works.
  • Advanced understanding of cost estimation, budgeting, and commercial evaluation.
  • Sound knowledge of FIDIC contracts and contract administration.
  • Experience with Design & Build, Early Contractor Involvement (ECI), and Managing Contracts delivery models.
  • Proficiency in estimation software and Microsoft Office applications.
  • Strong leadership and team management skills.
  • Excellent analytical and problem-solving abilities.
  • Commercial awareness and business acumen.
  • Effective communication and negotiation skills.
  • Ability to manage multiple tenders under tight deadlines.
  • Strong stakeholder and client relationship management capabilities.
Preferred Experience
  • GCC construction experience is highly preferred.
  • International project exposure is an added advantage.
  • Experience working with leading EPC, contracting, or construction organizations.
