Job Summary

The Senior Estimation and Tendering Manager develops the Estimation and Tendering strategic objectives and plans. This role is responsible in developing high quality winning proposals for existing customers and potential clients and provides support to management during the pre-tender process starting from evaluating/ assessing tenders, assessing risk factors to arrive at bid decisions, and estimating all the required material, equipment, and manpower needs to be able to arrive at reliable cost estimates for bidding projects.

Job Responsibilities 1
  • Oversee the organization’s estimating processes and activities to provide financial support for tenders, and projects reviews.
  • Effective Tendering Management that will result to winning bids and contracts of projects.
  • Effective budget preparation that will result to high profit and business continuity.
  • Provide leadership in processes of construction cost estimates, valuation of engineering work, and budgets.
  • Establish and maintain the estimating and tendering evaluation procedures.
  • Study, analyze and evaluate tender documents in order to identify risk factors, ensuring that technical terms comply with the relevant standards and communicates with all concerned department for the overall risk assessment and bid decision.
  • Review and finalize project cost estimates as prepared by the Estimation Engineer in terms of the required material as per bill of quantities (BOQ), amount of work, material/ equipment/ and manpower requirements during the tendering phase including all systems, products and services to client specifications/ requirements.
  • Lead in providing all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advises the Project Manager on contractual rights, remedies which has been taken into consideration during tendering.
  • Lead, manage and direct the Estimation Managers and Managing QS team that will result in winning bids and contracts of the projects.
  • Review CCS (Candy) for estimates of work based on take-offs and productivity information prepared by Estimation Manager.
  • Review all Tender and Estimating documents including Instruction to Tenderer’s, Contract Conditions, BOQ, Specifications and Tender Drawings.
  • Advise the Tender team for further procedure and deploy a particular team for individual tenders.
Job Responsibilities 2
  • Direct and manage the review and update of the scoping and estimating system within the organization to ensure the delivery of an estimating process that meets the requirements set by the organization for the estimating system by producing estimates that are accurate to the degree of accuracy specified and within the time required as well as verifying the data in the estimating system to ensure its validity, accuracy and currency.
  • Review of Tender Appraisal with Brief description of Scope of work, Key dates, project details, Commercial and Contract conditions, Insurance requirements, Competition list, etc.
  • Guide the Estimation Managers and Managing QS in the preparation and distribution of Subcontractor's "RFQ" letters and update with tender bulletin and addenda.
  • Finalize estimation of all direct and indirect costs and consolidates tender documents for management review and approval.
Job Knowledge & Skills
  • In-depth understanding of estimation techniques, including cost analysis, quantity take-offs, and risk assessment, to produce accurate project estimates.
  • Proficiency in tendering processes, including bid evaluation, proposal preparation, and contract negotiation, to secure new business opportunities.
  • Strong project management skills, including the ability to lead multidisciplinary teams and prioritize tasks to meet tight deadlines.
  • Excellent communication and interpersonal skills to liaise effectively with clients, subcontractors, and internal stakeholders.
  • Advanced proficiency in relevant software tools such as estimating software, project management systems, and Microsoft Office suite.
  • ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.
Job Experience

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus
