Position: Project Manager (Roads)

Job Description

Parsons is looking for an exceptionally talented Project Manager (Roads) to join our team. In this role, you will provide direction and management for small to medium‑size projects, with a specific focus on roads infrastructure, ensuring on‑schedule completion within or below budget in accordance with contractual obligations. You will be responsible for the profitability of each element of the project, including all financial aspects, while overseeing scope development, scope management, and commercial performance to meet project goals and objectives.

This role requires a deep understanding of roads infrastructure projects, including design, construction, and maintenance, as well as a commitment to delivering high‑quality results for our clients. Projects up to $50 million in total installed cost are typical.

Responsibilities
  • Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned roads infrastructure project.
  • Oversee the design, construction, and maintenance phases of roads infrastructure projects, ensuring compliance with local, state, and federal regulations.
  • Forecast monthly revenue, labor costs, ODCs, and gross profit for the term of the project.
  • Develop and manage the budget; oversee the profitability of the project.
  • Responsible for project invoicing and billing, including all accounts receivable and accounts payable.
  • Oversee the establishment of the Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required, focusing on roads infrastructure standards.
  • Establish project requirements for all areas of the project and monitor the draft and final deliverables for adherence to these criteria.
  • Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
  • Monitor and negotiate changes to the scope of work with the client and key subcontractors, particularly regarding roads infrastructure elements such as pavement design, drainage systems, and traffic management.
  • Market and secure additional work with clients, particularly in the transportation and infrastructure sectors.
  • Maintain client relationships and rapport with potential teaming partners in the roads infrastructure domain.
  • Develop career development plans with all direct reports and identify and coordinate training needs and requests for their staff.
  • Identify the staffing plan for roads infrastructure projects and pursuits.
  • Responsible for employee performance, including recognition and disciplinary efforts.
  • Serve on committees or boards for professional organizations related to transportation and infrastructure.
  • Attend key conferences for networking and brand exposure, particularly in the roads infrastructure sector.
  • Submit abstracts to key conferences and encourage presentations from staff on roads infrastructure topics.
  • Discuss the qualifications required of the key project positions with senior leadership.
  • Collaborate with office facilities staff to address project office space requirements.
  • Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a roads infrastructure project.
  • Work with key project individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advise the client and company management of changes.
  • Responsible for maintaining current and timely change orders.
  • Promote technical and commercial excellence on the project through the application of Quality Assurance processes.
  • Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions that would affect project cost or schedule.
