Qualifications
- Higher National Degree (HND) or University Degree (preferably in an Engineering discipline), or an accredited HSE professional certificate.
- Associate membership of a recognized safety institution is desirable.
- Must hold and maintain a valid HSE Management System Lead Auditor certification.
- Minimum 10 years of experience in Occupational Health and Safety, preferably within the Oil, Gas & Petrochemical industry and specifically construction projects (greenfield and brownfield).
- Strong knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and procedures.
- Familiarity with Environmental Management System standards.
- Trained in incident investigation software such as Tap Root, Safety Culture, EasyRCA, Tripod Beta, etc.
- Proficient in MS Word, Excel, Access, PowerPoint and related software.
- Experience in the GCC region is desirable.
Duties & Responsibilities
- Provide technical HSE support during definition, detailed design, and execution stages to ensure contractor compliance with company HSE policies, guidelines, procedures, standards, and regulations.
- Support and promote a strong safety culture aligned with corporate vision, strategy, and values.
- Identify and implement risk reduction measures based on hazard identification and risk assessment across all project phases.
- Review method statements, JSAs, safety certifications, and related documents submitted by contractors/consultants, and report non-compliance issues.
- Monitor site HSE programs, safe work practices, and verify compliance with approved systems and procedures.
- Provide field oversight for contractors, subcontractors, and vendors to ensure understanding and adherence to HSE requirements.
- Conduct daily inspections to ensure work activities comply with approved JSAs, Risk Assessments, Method Statements, and Permit-to-Work systems.
- Implement HSE requirements throughout project duration and collaborate with stakeholders to ensure regulatory compliance.
- Support senior HSE personnel in monitoring HSE performance, implementing objectives, procedures, standards, and policies.
- Implement the company’s Environmental Management System, identify non-compliance issues, and recommend corrective and preventive measures.
- Monitor implementation of legal and regulatory HSE requirements and applicable international conventions.
- Maintain and update project HSE risk registers throughout the project lifecycle.
- Review contractor HSE plans, procedures, and related documentation.
- Participate in evaluating contractor HSE personnel competence before site mobilization.
- Conduct incident investigations, report findings, and monitor implementation of corrective actions.
- Conduct site safety meetings and HSE awareness sessions.
- Carry out safety audits and follow up on corrective action implementation.
- Prepare reports, compile statistics, and conduct trend analysis to assess safety performance.
- Contribute to updating HSE codes, standards, specifications, and philosophies.
