Description:
We are seeking a highly experienced Procurement Officer to manage the procurement of materials equipment and services for our MEP (Mechanical Electrical and Plumbing) and Civil construction projects with a strong emphasis on infrastructure projects. The ideal candidate will possess a deep understanding of construction procurement particularly in roads and underground utilities and have proven experience in Ashghal projects. This role demands a detail-oriented professional with excellent negotiation and communication skills capable of sourcing negotiating and securing cost-effective solutions while ensuring timely delivery and adherence to quality
- Procure equipment materials and systems in compliance with project quality and specification for MEP and Civil construction projects with a focus on infrastructure projects including roads and underground utilities.
- Source prices and contracts with suppliers to achieve favorable outcomes, including for Ashghal projects; assess supplier and subcontractor capabilities and select those who offer high-quality products at competitive prices.
- Issue Request for Quotations (RFQs), Request for Proposals (RFPs) and tender documents including those specific to Ashghal bids and proposals and recommend contract awards in accordance with company policies and Ashghal procurement requirements.
- Manage costs and ensure adherence to project budgets; identify and implement cost-saving strategies relevant to infrastructure and timely procurement of materials and subcontracts within approved budgets.
- Coordinate with suppliers to ensure timely delivery of equipment materials and systems to support site installation works as per the project schedule, with a focus on roads and underground projects.
- Ensure all procured items meet required quality standards and specifications; coordinate with the Quality Control department for inspections and approvals; ensure all procurement processes comply with management-approved procedures and policies regarding time cost and quality and Ashghal requirements.
- Maintain procurement documentation in accordance with ISO standards and Ashghal requirements; maintain strong relationships with suppliers and subcontractors with experience in Ashghal to maximize benefits for the company focusing on infrastructure project supplier performance to meet objectives related to cost delivery schedule and quality.
- Implement procurement strategies to achieve cost savings targets within infrastructure; provide monthly performance reviews and reports focusing on sourcing requirements and risk mitigation for the supply chain.
- Education:
Bachelors degree in Engineering, Supply Chain Management, Business Administration or a related field. - Experience:
Minimum of 10 years of experience in procurement within the construction industry with specific expertise in MEP and Civil items and significant experience in infrastructure projects including roads and underground utilities. - Knowledge:
Comprehensive understanding of construction materials, equipment and services; familiarity with local and international suppliers in the MEP and Civil sectors; proven experience with Ashghal projects and their specific procurement requirements. - Skills:
Excellent negotiation, communication and interpersonal skills; strong analytical and problem-solving abilities; proficiency in procurement software and Microsoft Office; proficiency in English; knowledge of Arabic is preferred.
