Health And Safety Officer

We are seeking a dedicated Health, Safety, and Environment (HSE) Officer to join our dynamic team and uphold the highest standards of safety across our operations. This role is essential in fostering a proactive safety culture and ensuring that all employees, contractors, and visitors work in a safe and protected environment.
Position OverviewThe HSE Officer is responsible for implementing, monitoring and continuously improving the company’s Health, Safety, and Environmental (HSE) management systems to ensure compliance with legal requirements, company policies, and international best practices. The role aims to prevent accidents, occupational illnesses, environmental harm, and ensure a safe and healthy workplace for all employees, contractors, and visitors.
Key Accountabilities Health & Safety Management- Implement and enforce company HSE policies and procedures, and safe systems of work across all operations.
- Conduct regular workplace inspections, site audits, and hazard identification to ensure compliance with HSE standards.
- Carry out risk assessments and Job Safety Analysis (JSA) and ensure appropriate control measures are implemented.
- Monitor compliance with Permit-to-Work systems for high-risk activities such as confined space entry, work at height, hot works and lifting operations.
- Ensure adequate availability, use and inspection of Personal Protective Equipment (PPE).
- Participate in accident, incident, near-miss, and unsafe condition investigations and prepare detailed investigations reports with corrective and preventive actions.
- Monitor environmental aspects including waste management, emissions, spills, water consumption, and hazardous material handling.
- Ensure segregation, storage, handling, and disposal of waste in compliance with environmental regulations.
- Support implementation and monitoring of environmental objectives, targets, and performance indicators.
- Assist in GHG emissions data collection, monitoring, and reporting where applicable.
- Identify and evaluate environmental aspects and impacts associated with company activities, products, and services.
- Support spill prevention control, and response programs and ensure availability of spill kits.
- Deliver toolbox talks on environmental protection, waste management, spill response and climate awareness.
- Promote pollution prevention, resource efficiency, and environmental best practices at worksites.
- Assist in the identification, monitoring, and reporting of Scope 1, Scope 2, and relevant Scope 3 GHF emissions in line with GHG Protocol.
- Collect and maintain data on fuel usage, electricity consumption, refrigerant losses, waste disposal, water usage, and business travel.
- Conduct HSE inductions for new employees, visitors, and contractors.
- Deliver toolbox talks, safety briefings, and awareness campaigns on relevant HSE topics.
- Promote a positive safety culture and encourage employee participation in HSE initiatives.
- Ensure compliance with local regulations (e.g. Qatar Labour Law, QCS), client requirements, and company standards.
- Maintain accurate HSE records including inspections, permits, incident logs, training records, and safety statistics.
- Assist in internal and external audits and inspections by clients or regulatory authorities.
- Ensure compliance with applicable environmental legislation, permits, and client requirements.
- Assist in internal and external audits, inspections, and regulatory visits.
- Maintain accurate records including Environmental monitoring logs, Waste transfer notes, GHG calculation sheets, Training and inspection records
- Prepare monthly and annual HSE-ESG performance reports for management review.
- Support development and implementation of emergency response plans.
- Participate in emergency drills such as fire, spill response, and evacuation exercises.
- Ensure availability and serviceability of emergency equipment.
- Conduct emergency drills and record the exercises
- Liaise with supervisors, engineers, contractors, and management on HSE matters.
- Advise management on HSE performance, risks, and improvement opportunities.
- Stop unsafe work when imminent danger to life, health, or environment is identified.
Minimum Qualifications
- Bachelor’s degree or Diploma in Engineering, Environmental Science, Occupational Health & Safety, or related field from an accredited university
- Minimum 5 years of HSE experience including 2+ years of experience in an aviation environment.
- NEBOSH IGC and NEBOSH EMC certifications or equivalent internationally recognized HSE qualification
- Additional Environmental certifications is considered as an advantage
- IOSH Managing Safely certificate is preferred
- ISO 45001 & ISO 14001 awareness or auditor training is preferred
