Responsibilities
  • Participate in daily planning meetings with implementation contractors to ensure effective implementation of project HSE requirements.
  • Demonstrate leadership and commitment to HSE objectives and the success of all contract and project HSE initiatives.
  • Maintain current knowledge of governing regulations, codes and practices and inform the HSE Lead of any needed revisions to the HSE Plan.
  • Report all instances of HSE non‑compliance, including unsafe acts, conditions and incidents, and near misses.
  • Assist Worley and subcontractor supervisors in identifying hazards and planning tasks for a safe working environment.
  • Ensure contractors understand project HSE expectations and responsibilities and that HSE roles, objectives and targets are agreed.
  • Make recommendations, offer advice and liaise with personnel on HSE matters on a continuing basis.
  • Facilitate implementation of HSE processes and tools by visiting work areas (80% field, 20% office) to assess HSE risk and effectiveness; conduct HSE observations, talks, audits, training sessions, and promote safe work practices.
  • Lead HSE matters by example, influencing all levels of management regarding safety performance and providing feedback to management.
  • Assist in accident investigation processes and report findings.
  • In conjunction with the HSE Lead/Manager, ensure all electrical and plant equipment is inspected and tagged to comply with relevant codes and standards.
  • Maintain records of hazardous substances on site via Material Safety Data Sheets (MSDS).
  • Monitor availability and use of safety apparel and equipment.
  • Keep safety records and documentation of incidents and injuries; compile reports for the project manager and provide injury data and skill updates.
  • Assume hands‑on management and implementation of all relevant HSE systems, standards and processes.
  • Assist compliance with occupational health, safety and environmental legislation and applicable customer HSE requirements.
Project Deliverables
  • Ensure implementation of all HSE Plan requirements across the portfolio of projects.
  • Engage, influence and motivate project personnel, customers and contractors to achieve alignment, commitment and effective implementation of the HSE Management Plan.
  • Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.
  • Monitor activities to ensure primary objectives are met, and when not, take corrective action.
  • Monitor compliance with all relevant legislative requirements and communicate amendments as they arise.
  • Role‑model a commitment to personal well‑being and a pro‑active approach to continuously improve health, safety and environmental performance.
Site Support
  • Provide leadership and advice on HSE matters to implementation contractor personnel on site.
  • Review contractor Job Hazard Assessments (JHA), work permits, certificates and verify implementation of requirements at the job site.
  • Ensure site HSE inspection and audit programmes are implemented.
Education – Qualifications, Accreditation, Training
  • Bachelor’s degree in an engineering discipline (mechanical, welding, material, process, etc.).
Industry Specific Experience
  • Experience in HSE discipline of projects in operating plants.
  • Specified minimum project experience in process plants, mainly Oil & Gas or petrochemicals, and knowledge of applicable engineering codes and standards.
  • Minimum 7 years’ experience in Brown‑Field Oil and Gas Project Delivery as an HSE Engineer.
  • Experience interfacing with other disciplines (electrical, process, rotating mechanical, civil, static mechanical, and technical).
