About the Role

We are seeking an experienced and commercially driven Business Development Manager to support the growth of standalone O&M contracts and PPP-based projects within the water and wastewater sector in Qatar and the wider regional market.

The ideal candidate will combine strong business development capabilities with operational knowledge, bringing hands‑on experience across the full O&M project lifecycle — from proposal preparation and contract negotiation to mobilization and operational delivery.

Key Responsibilities

  • Identify and develop new business opportunities in O&M and PPP projects within the water and wastewater sector.
  • Develop and execute business development strategies aligned with company objectives and growth targets.
  • Build and maintain strong relationships with clients, developers, government entities, consultants, off-takers, and financiers.
  • Prepare and present technical and commercial proposals, including pricing models, risk assessments, and transition plans.
  • Conduct market research and monitor industry trends, competitor activity, regulatory developments, and emerging technologies.
  • Lead contract negotiations while ensuring profitability, operational feasibility, and effective risk management.
  • Coordinate with O&M and internal teams to ensure smooth project handover, mobilization, execution, and operational startup.
  • Manage CRM systems, monitor pipeline performance, report on KPIs, win rates, profitability, and support overall sales growth.
Qualifications & Experience
  • Bachelor’s Degree in Mechanical, Electrical, or Chemical Engineering.
  • Minimum 10 years of experience in business development and proposal preparation within the water & wastewater industry.
  • Strong technical knowledge of water treatment plants, including RO Plants, STP, and wastewater treatment facilities.
  • Proven experience in O&M projects and PPP frameworks in Qatar and/or Saudi Arabia.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Strong understanding of the regional water sector and regulatory environment.
  • Arabic speaker preferred;
    Fluency in English is required.
