The Role ?The Lead VOC Supervisor is responsible for the overall coordination, scheduling, quality assurance, governance, and execution oversight of the QE LNG Verification of Competence (VoC) Program for lifting operations personnel.
The role ensures all competence assessments, coaching interventions, simulator activities, reporting processes, and workforce readiness activities are delivered in accordance with QE LNG standards, Ener Mech procedures, lifting safety requirements, and agreed project timelines.
The Lead VOC Supervisor will provide technical leadership to all Coaches / Assessors and act as the focal point for client coordination, workforce planning, assessment governance, and project reporting.
Main Responsibilities & Key Result Areas Project Coordination & Leadership- Lead and coordinate all VOC assessment activities across assigned project locations
- Manage daily deployment of Coaches / Assessors
- Coordinate candidate scheduling and assessment planning
- Interface directly with QE LNG focal points and project management teams
- Ensure alignment with agreed VOC implementation schedules.
- Participate in weekly progress meetings.
- Ensure all assessments are conducted using approved standardized assessment criteria
- Verify consistency and quality of assessment activities
- Review completed assessment documentation and competence decisions
- Ensure auditable VOC records are maintained
- Monitor compliance with QE LNG lifting procedures and standards
- Participating in moderation and calibration activities
- Oversee coaching and remediation activities for 'Not Yet Competent' personnel
- Monitor competency gap closure effectiveness
- Coordinate reassessment activities
- Support development of workforce competence dashboards and risk heat maps
- Coordinate simulator scheduling and utilization
- Ensure simulator scenarios align with lifting risk exposure and competency requirements
- Support integration of Banksman / Slinger assessments within crane operator simulations
- Monitor simulator performance reporting and competency analytics.
- Promote and maintain a strong safety culture during all assessment activities
- Ensure all assessment activities comply with PTW, SIMOPS, and site safety requirements
- Stop unsafe work where required
- Participate in incident investigations or performance reviews where applicable
- Minimum 10 years’ experience in lifting operations within oil & gas, construction, LNG, or offshore environments
- Minimum 5 years in supervisory or competency management roles
- Proven experience managing lifting operations competency programs
- Previous experience delivering VOC / competency assurance schemes
- Experience working on major projects within the Middle East preferred
- Experience with simulator-based assessment environments preferred
Strong understanding of:
- QE LNG lifting standards and procedures (preferred)
- LOLER requirements
- Standards BS7121
- Crane operations and lifting supervision
- PTW systems and SIMOPS management
- Lift planning and risk assessment processes
- Crane load charts and lifting calculations
- Incident prevention and lifting safety management
- Competency assurance and workforce governance systems
- Relevant lifting operations qualification
- Recognized lifting supervision certification
- Valid HSE certification (IOSH / NEBOSH or equivalent preferred)
- Assessor qualification or equivalent competency assessment certification
- Valid medical fitness certification
- OPITO / LEEA qualifications
- Train-the-Trainer certification
- Crane operator or rigging supervisory certification
- Previous QE LNG project experience
- Strong leadership and coordination skills
- Excellent communication and reporting ability

- High attention to detail
- Ability to manage multi-site assessment activities
- Strong safety leadership behaviors
- Proficient in Microsoft Office and reporting systems
