Tendering​/Proposal Engineer

Key Responsibilities

• Study and analyse tender documents, RFPs, BOQs and client specifications thoroughly.
• Prepare accurate and competitive cost estimates for civil and marine construction projects.
• Develop and compile complete technical and commercial proposal packages.
• Coordinate with engineering, procurement, and operations teams to gather inputs for bids.
• Liaise with subcontractors and suppliers to obtain competitive quotations.
• Review drawings, specifications and the scope of work to ensure accurate pricing.
• Track and manage tender deadlines and submission schedules efficiently.
• Maintain an organized database of submitted tenders, rates and bid outcomes.
• Support post‑tender clarifications, negotiations and contract award processes.
• Ensure all proposals comply with client requirements and company standards.

• Bachelor's Degree in Civil Engineering.
• Minimum 5 years of experience in Tendering / Proposal Engineering.
• Proven experience in civil and/or marine construction projects.
• Strong knowledge of estimation techniques, cost control and tendering procedures.
• Ability to read and interpret engineering drawings, specifications and BOQs.
• Excellent analytical, numerical and report‑writing skills.
• Strong organisational skills with the ability to manage multiple bids simultaneously.
• Proficiency in MS Office, especially Excel and Word.
• Good communication and coordination skills across multidisciplinary teams.
• Experience working with GCC/Qatar-based contractors is a strong advantage.
